RES 2006-20 WSF AD-HOC COMMITTEERESOLUTION 2006-20
A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
CREATING AN AD-HOC COMMITTEE OF THE CITY COUNCIL AND A PANEL
OF EXPERTS ON ISSUES RELATING TO WASHINGTON STATE FERRIES.
WHEREAS, Washington State Ferries ("WSF) operates both a passenger terminal
("Passenger Terminal") and a maintenance facility ("Maintenance Facility") on Bainbridge
Island and has a substantial presence on the waterfront through these and other properties that it
owns nearby; and
WHEREAS, over the last several years, WSF has developed plans to maintain, improve,
and expand its Maintenance Facility and Passenger Terminal; and
WHEREAS, the plans developed by WSF for its Maintenance Yard and its Passenger
Terminal, as well as other properties its owns in that area (also known as the Ferry and Gateway
Districts) will have significant impacts on Bainbridge Island for decades; and
WHEREAS, in March of 2006, WSF issued a Determination of Non -Significance
("DNS") for an initial phase of its overall project to maintain, improve, and expand its
Maintenance Facility in connection with applying for a permit from the City; and
WHEREAS, the City Council ("Council") then directed the City to take action to
question the DNS that was issued by WSF for this project and also to assume the Lead Agency
role for the environmental review of the proposed project that is required under state law; and
WHEREAS, other significant issues will arise from WSF's proposal to upgrade and
expand its Passenger Terminal and the City's interest in making sure that the Ferry and Gateway
Districts are developed in a way that meshes with the values and vision of the community; and
WHEREAS, plans by WSF for its operations on the island, as well as those by
Washington State Department of Transportation ("WSDOT"), will have significant and
substantial impacts on traffic on Highway 305 and in other areas of the island for many years;
THEREFORE, BE IT RESOLVED BY THE CITY COUCIL, as follows:
An ad-hoc committee of the Council on WSF issues ("Ad -Hoc WSF Committee") shall be
formed consisting of three council members (Chris Snow, Debbie Vancil, and Nezam
Tooloee). The Ad -Hoc WSF Committee will work closely with the Mayor and participate in
discussions of issues and exploration of options with WSF and/or WSDOT on behalf of the
City Council.
2. A Panel of Experts on WSF issues ("Panel of Experts") shall be formed to advise and provide
technical assistance to the Mayor and Ad -Hoc WSF Committee.
3. The Ad -Hoc WSF Committee and the Mayor will work with interested community groups,
and other community leaders to identify qualified people to serve on the Panel of Experts.
The Ad -Hoc WSF Committee in consultation with the Mayor will nominate individuals to
serve on the Panel of Experts subject to approval by the City Council.
4. Members of the Panel of Experts shall have relevant professional experience and/or specific
expertise on the legal, environmental, engineering, operational, or fiscal issues related to
WSF and/or WSDOT.
Members of the Panel of Experts shall be appointed to an initial term of one year. Council
may extend the initial term of panel members by one-year increments as appropriate.
