RES 2006-28 MAJOR POLICIES ADOPTED IN JUNE OF 2005RESOLUTION 2006-28 A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, CAPTURING IN ONE PLACE SOME MAJOR POLICIES THAT THE CITY COUNCIL ADOPTED BY MOTION IN JUNE OF 2005. WHEREAS, in 2005 the City Council devoted a great deal of energy to deliberating a revised Critical Areas Ordinance (CAO) which was adopted in December of 2005. WHEREAS, in the course of its deliberations the City Council also adopted a number of other policies that complement the CAO and help protect and enhance critical areas such as wetlands, streams, shorelines, and aquifer recharge areas on the island. WHEREAS, these policies were intended to influence the City's priorities and budgets over the coming years and need to be incorporated into its institutional memory and planning processes. BE IT RESOLVED BY THE CITY COUNCIL, that the following have been adopted as policies for the City in the following areas: A. WATER SUPPLY CONCERNS 1. Water Management Plan. The City shall develop a six-year plan and a way of paying for that plan that will enable the city to monitor both quality and quantity of water supply across the island and to take concrete actions that will help ensure both quality and quantity of water supply across the island in perpetuity. Such a plan will include better coordination and information sharing with private water systems 2. Recycling of Sewer Water. The City shall develop a six-year plan and a way of paying for that plan that will enable the city to extract Level I water (which can be used for many purposes) from its Winslow Sewer Plant and making that water available for irrigation, farming, aquifer recharge, or household consumption as appropriate. 3. Storm and Surface Water. The City shall ensure that the policies that guide the Storm and Surface Water Management Utility help to preserve and enhance aquifer recharge areas. B. COOPERATIVE APPROACHES 1. TDR Program and Market. The City shall develop a program complementing the CAO that creates a market mechanism for transfer of development rights (TDRs) from the island's outlying areas to Winslow and other permissible areas in the Land Use Element of the Comp Plan and provides economic incentives for TDRs away from critical areas such as wetlands or streams. 2. Mitigation Banking Program. The City shall create a mitigation -banking program complementing the CAO. The City shall adopt a program that enables people to make voluntary reductions in development rights and provides economic incentives for doing so near critical areas such as wetlands or streams. 4. Landscape Scale Development. The City shall amend its CAO (and other ordinances as needed) to make possible landscape scale developments that preserve wetlands, streams, and habitats across the island. S. Cooperative Track in CAO. The City shall include a "cooperative track" inside its CAO that allows people who need to get a permit to achieve the same level of protection or better than the regulations and allowing them the flexibility to choose the means by which the protection results are achieved. C. STEWARDSHIP PROGRAMS 1. Wildlife Habitat Preservation. The City shall promote cooperative stewardship of critical wildlife habitats by taking the lead in developing HMPs for wildlife corridors across the island and by offering incentives for residents whose properties are along the corridors to be stewards of these HMPs - with the goal of materially involving at least 1,000 residents in this program within 5 years. 2. Shoreline Stewardship Program. The City shall promote cooperative stewardship of critical shoreline habitats by substantially expanding its existing Shoreline Stewardship Program and developing other innovative programs that are supported by shoreline residents - with the goal of materially involving at least 1,000 residents in this program within 5 years. 3. Aquifer Recharge Preservation. The City shall promote cooperative stewardship of critical aquifer recharge areas by substantially expanding its ongoing "Natural Landscapes Project" and by developing other innovative programs that are supported by the broader community - with the goal of materially involving at least 1,000 residents in this program within 5 years.
