A RESOLUTION of the City Council of the City of Bainbridge
Island, Washington, supporting approval of "Kitsap County Rural
Library District Proposition No. 1, Regular Property Tax Levy,"
which would increase the Library's regular property tax levy rate to
$0.48 per $1,000 of assessed value for collection in 2008.
WHEREAS, the Kitsap Regional Library, with its nine branch libraries (the "Library"),
has seen a greatly increased use and demand for library services over the past six years; and
WHEREAS, the demands for library service have increased five times faster than the
Library's revenues to pay for services; and
WHEREAS, the Library has had a 67% increase in library use and only a 15.5% increase
in operating revenues since 2001; and
WHEREAS, the funding for the Library comes from a separate "regular" property tax
levy which by law limits the levy to 50 cents per thousand dollars of assessed value; and
WHEREAS, the state law limits property tax increases to no more than 1% more than
the amount collected the previous year; and
WHEREAS, the Library has requested a levy lift only once during its 55 -year history,
and said request was approved in 1979; and
WHEREAS, the Board of Trustees of the Library adopted Resolution No. 2007-003
proposing to increase the Library's regular property tax levy rate to $0.48 per $1,000 of assessed
value for collection in 2008 in order to maintain existing services and meet increasing library
service demands; and
WHEREAS, levy increases in subsequent years would be as allowed by Chapter 84.55
-- RCW; and
WHEREAS, the voters of Kitsap County will decide on May 15, 2007 whether to enact a
levy lid lift; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON, AS FOLLOWS:
The City Council of Bainbridge Island supports the passage of "Kitsap County Rural
Library District Proposition No. 1, Regular Property Tax Levy," which would increase the
Library's regular property tax levy rate to $0.48 per $1,000 of assessed value for collection in
