RES 2007-14 SOUTH ISLAND SEWER PARCEL TAX ACCOUNTRESOLUTION NO. 2007-14
A RESOLUTION of the City of Bainbridge Island, Washington,
approving the expansion of the City's South Island sewer service
area to include a property with Parcel Tax Account Number
082402-1-032-2008.
WHEREAS, Mark & Rebecca Dawson are the owners of a property with Parcel Tax
Account Number 082402-1-032-2008 located at 3080 Crystal Springs Dr; and
WHEREAS, the owners are experiencing reoccurring septic system failures due to slope
stability problems on the property that impacts the septic drainage system and have requested a
connection to the City's South Island sewer system; and
WHEREAS, Kitsap County Health District has determined that the sewer system is
failing and that there is no opportunity to develop an alternative on-site sewer treatment area or
drain field; and
WHEREAS, the property is outside of the City's South Island sewer service area
boundary as identified in the Comprehensive Plan, but inside the boundary of the Adjacent
"Open Space" Residential area as defined in Public Works Administrative Procedure 2.14 —
South Island Sewer Connections; and
WHEREAS, this request meets the requirements of a "minor modification" to the Sewer
Service Area in accordance with Comprehensive Plan Sanitary Sewer Policy SSP 2.3; and
WHEREAS, this request meets the requirements for connection in accordance with
Public Works Administrative Procedure 2.14 — South Island Sewer Connections; and
WHEREAS, the City has sufficient sewer system capacity to serve this property through
an interlocal agreement with Kitsap County Sewer District No. 7; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, DOES RESOLVE AS FOLLOWS
1. That sewer service to the property with Tax Parcel Account Number 082402-1-032-2008
be served by a connection to the City's sewer system in South Island;
2. That the City's existing South Island sewer service area is modified to include the
property with Parcel Tax Account Number 082402-1-032-2008.
