ORD 2007-25 ENVIRONMENTAL ELEMENT AMENDMENT OF COMP PLAN
ORDINANCE N0.2007-25
AN ORDINANCE of the City of Bainbridge Island, Washington,
relating to the Comprehensive Plan; and adding Goal 4 and Policies
EN 4.1, 4.2 and 4.3 to the Environmental Element of the
Comprehensive Plan, relating to biodiversity.
WHEREAS, the City of Bainbridge Island (the "City") adopted a Comprehensive Plan on
September 1, 1994, which establishes the long range vision for the Island and identifies the
important characteristics that the community desires to retain, promote and foster; and
WHEREAS, the City adopted an updated Comprehensive Plan on December 8, 2004 (the
"Comprehensive Plan"); and
WHEREAS, the City's Comprehensive Plan, required by the Growth Management Act,
includes an optional Environmental Element, which addresses the natural environment of
Bainbridge Island; and
WHEREAS, the Environmental Element of the Comprehensive Plan includes policies
intended to preserve and enhance Bainbridge Island's natural systems and environmental quality;
and
WHEREAS the City supports sustainable development and the preservation of biological
diversity of Bainbridge Island's ecosystems; now, therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, DO ORDAIN, AS FOLLOWS:
Section 1. The following goal and policies are added to the Goals and Policies section of the
Environmental Element of the City of Bainbridge Island Comprehensive; Plan:
"GOAL 4
Encourage sustainable development that maintains diversity of healthy,
functioning ecosystems that are essential for maintaining our quality of life
and economic viability into the future.

EN 4.1
Encourage planning and land development using conservation design methods
and principles such as, low impact development techniques, green building
materials and mitigation that offsets impacts to biodiversity.
EN 4.2
Create a program with effective mechanisms intended to offset development
impacts to biodiversity, including developing a priority lands map that identifies
areas with a high level of biodiversity and considering establishing a habitat bank
on the Island.
EN 4.3
Provide incentives for developments to offset unavoidable impacts to biodiversity
in areas where high-quality natural habitats exist."
Section 2. If any section, sentence, clause or phrase of this ordinance shall be held to be
invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this ordinance.
Section 3. This ordinance shall take effect on and be in force five (5) days from and after its
passage, approval, and publication as required by law.
