RES 2008-20 SEQUENCE TRAFFIC LIGHTS ON 305RESOLUTION NO. 2008-20 A RESOLUTION of the City Council of the City of Bainbridge Island, tar Washington, requesting that the Washington State Department of Transportation sequence traffic lights on State Highway 305 from Harborview Drive in the City of Bainbridge Island, Washington to State Highway 3 in the City of Poulsbo, Washington. WHEREAS, the City of Bainbridge Island City Council, City of Poulsbo City Council, and the Suquamish Tribal Council all acknowledge that traffic along State Highway 305 is queuing for increasing periods of time at each traffic light along the highway corridor; and WHEREAS, these increased queuing times have caused the traffic to leave the state highway and seek alternative pathways through each city and the tribal lands, causing increased traffic in our neighborhood collector roads, bringing safety concerns to our neighborhoods, and WHEREAS, these increased queuing times have caused motorists to drive in patterns that can lead to unsafe behavior; and WHEREAS, these increased queuing times use more fuel and create more carbon emissions that impact our climate and waste scarce resources, and taw WHEREAS, these increased queuing times have caused negative economic impacts to the residents of our collected communities due to loss in personal time, increased delivery times, and increased fuel costs, now, therefore; THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS: 1 It is respectfully requested that the Washington State Department of Transportation sequence the lights on State Highway 305 from Harborview Drive, Bainbridge Island to Highway 3, Poulsbo to maximize traffic flow from the north -south and south -north directions during ferry unload and overall commute hours. 2 It is also respectfully requested that the Washington State Department of Transportation time the function of these lights so that they sequence in such a way as to reduce the excessive SR305 queuing times and move the traffic flow through the corridor in a timed pattern to avoid traffic flow interruption while maintaining cross and side street access in an efficient manner PASSED by the City Council this 25`h day of June, 2008 APPROVED by the Mayor this 27`h day of June, 2008 Darlene Kordonowy, Mayor ATTEST/AUTHENTICATE D04avl'-�O`3'X5' ' Rosalind D Lassoff, CMC City Clerk FILED WITH THE CITY CLERK.
