A RESOLUTION oft e City of Bainbridge Island,
Washington, setting a speed limit of 2 -mph on New
Sweden Avenue NE from Eagle Harbor Drive to Old Mill
Toad.
WHRRAS, City Council members and City Staff received numerous requests in
the past few years from citizens to reduce the speed limit along all or portions of New
Sweden Avenue N, and
WHEREAS,, City Council members and City staff received a petition from a
maj ority of residents abutting New Sweden Avenue NE on March 18, 200 8; and
WHEREAS, New r Sweden Avenue NE is a collector road that serves
approximately 80 properties with an existing posted speed limit of -mph; and
WHEREAS, the City Engineer initiated an independent engineering study of the
existing condition and safety on portions of New Sweden Avenue ISE in accordance with
the standards outlined in the Manual on Uniform Traffic Control Devices MUTCI ; and
WHEREAS, the City Council at their November 12, 2008 City Council meeting
approved by motion -that the City Council move to change the speed limit on New
Sweden Avenue ISE as ars emergency action to 25 -mph until the City Council receives
the results of the City's traffic study for New Sweden Avenue NE; and
WHEREAS,, the independent study report entitled `New Sweden Avenue Speed
Study" was completed on November 26, Zoo; and
WHEREAS, the study recommen s establishing a speed limit of 2 -mph on New
Sweden Avenue NE from Eagle Harbor Drive to Old Mill Road; and
WHEREAS, the City Council is the focal Agency with authority to establish
maximum speed limits in accordance with WAC 308-330 and RCW 46.04, and;
WHEREAS, the City Council has reviewed the speed study and considered
public comment, and;
NOW, THEREFORE, be it resolved by the City Council of the City of Bainbridge
Island, Washington:
Section 1. In accordance with the Washington Model Traffic Ordinance, Chapter
308-330 adopted by BIMC 1 .04.010, the City Council establishes a speed limit on New
Sweden Avenue ISE from Eagle Harbor Drive to Old Mill Load of 25 -mph.
Section 2. Public Works will:
A. Install 25 -mph speed limit signage on New Sweden Avenue -NE i
accordance with the HENCE .
B. Install "Curve Ahead" and advisory 20 -mph signage at the curve north of
Pine Street.
