A RESOLUTION of the City Council of Bainbridge Island, Washington,
relating to City Council procedures; repealing Resolution leo. 2003-07 and
rescir-ding the Bainbridge Island City Council Manual that. was adopted by
Resolution No. 20031-7; the Ground Rules for Meetings roc the
Bainbridge Island -City Council/Executive Decision Making Handbook.
WHEREAS, on -May 14- 2003, when the City of Bainbridge Island "City" was
organized under the Council Mayor form of government, -the City Council passed
Resolution No. 2003-07 wh.ich formally adopted the Bainbridge Island City Council
Manual (also known as the "City of Bainbridge Island City Council Legislative Protocol
Manual") . "Council Manual"); and
WHEREAS, on June 27, 2007, the City Council formally adopted Ground Rules
for Meetings ("Ground Rules"); and
WHEREAS, between- January and April 2007, a committee of legislative and
executive members, together - Frith consultants, prepared the Bainbridge Island City
Council/Executive ' recision Haling Handbook("Handbook") which was last revised on
April 19,2007; and
WHEREAS, on May 19, 2009, a special election was held on Bainbridge Island
for the purpose of submitting to the voters the proposition ofwhether the City should
adopt the Council/Manager form of govermnent and abandon the Council Mayor fonn of
government; and
HEREAS, the proposition was approved, and the City formally adopted the
Council/Manager form of government; and
WHEREAS, the procedures and processes specified, in the Council Manual,
Ground Rules and Handbook are generally inconsistent and/or contrary to the legal
procedures and processes for a Council Manager form of ove hent; and
WHEREAS, the City is in the process of developing a new governance manual
that is consistent with the legal procedures and processes for a Council/Manager farm of
government; and
WHEREAS, while said governance manual is being developed, the City Council
is committed ,to following procedures ars processes that are both consistent with
applicable state law and best practices for a Council/Manager form of govemment; and
WHEREAS, for the foregoing reasons, the City Council has determined that It i
in the best interest and, general welfare of the City to repeal Resolution No. .2003-07 and
rescind said Council 'Manual, Ground Rules and Handbook; now, therefore,

Section 1. Resolution N . 2003-07 -is herebyrepealed, - nd . the Bal fridge
Island City Council Manual t hat was adopted by Resolution No. 2003-07 is er by
rescinded.
Section 2. The Ground Rules for Meetings, adopted on. June 27, 2007, . y { d the
Bainbridge a Island City.Council/Executive Decision Making Handbook, last remise' k ril
19, 2007, are hereby rescinded.
