required and shall provide the ~ityys address,

serrrices" shall mean pro#`essional e~~ices rendered by any persons, other than as
an ernpla~ee of the city, contracting to perfarrri ~.ctivities within the general

qualified to provide the services required for the proposed project
I~. After the ublic ~rorks director has determined the firm most highly qualified

to provide the services required, the public arks director shall negotiate a
contract with that firm for the services at a price ~rhich the public works director
determines to be fair and reasonable. Zn rriaking the detern~xi~ation, the pu~~lic
works director shall take into account the estimated value of the services to be
rendered, as well as the scope, cainpleit~, and professioiaal nature thereof. .
If the ublic marks director is unable to ne otiate a satisfactory contract with ~he

firm selected at a price the director determines to be fair and rea~sona~le,

director shall. select other firms in accordance with this section, until an agreement
is reached or the piacess is terminated.
