ORD 2010-12 AMENDING LAND USE ELEMENT & DELETING ECONOMIC ELEMENT

ahintan amending Palic~ LM ~, ~ of the Land Use
Element and deleting Policy E2.7 of the economic Element
of the City of ~ainb~'idge island Carrzprehensive Plan.
WHEREAS, the Cl of ~a~nbr~dge island adopted the Camprehensi~e Plan on
December 1,1994;
W~E~AS, in accordance with Chapter 3~.7~A ~, the C~roWth Management
Act, the City xs required to review and update it's Camprchensive Plan;
WHEREAS, Land [Jse Element palic~ L 2, ~ specifies that development an ~
acres coned light manufacturing located west of state route SOS and north of Dad Road
shall occur through a rriaster plann process; and
WHEREAS, in 1997, the City Implemented Land use . E~errzent palls 2.1 b~
adopting ordinance 97-aI, which established ~.inbridge Island Municipal Code {WING}
Chapter 18.125 Master Planned Development, which outlines a process and standards to
aPpl~ to those 3 5 sores of light rr~anufae~u~in; and .
WHEREAS, since the adopt~an of the Master Plan Development process outl~ed
in Chapter 18,125 BIMC, de~elap~nent aid pe~far~ance standards have been adapted far
the Light Manfactur~ng district, Chapter 18,72 BIMC, that address impacts such as
noise, odor, ar fire safety, and Light Man~fact~rin Design Guidelines addressing
screening and building design; and
'~~~, since the adoption of the Master Planned Development process
outlined in Chapter 15.125 BIG, the bite Plan and Design Ievi~v process autl~ned in
Chapter ~ 8,1 a5 BIMC has been unproved to provide the same evaluation, protection
measures and standards as the Master Planned Development process, While allowing
phased development; and
WHEREAS, the Master Planned De~elapn~ent process is mare cumherson~e than
and other required land use permit, such as ubdi~isian or bite Plan and 1]esign Re~vie,
while duplicating protections and standards; and
~VHE~EA, the palic~ arr~endments requested through this ampreher~sl~ve Alan
A~n~ndment r~na~e references to the Master Alan process, which is the #irst step ta~vards
repealing the Master Planned I~e~relaprrYent regulations, chapter 18.1 ~ BIIVI; and
~V~EREA, aside from the reference to the Master Plan process, other light
~nanufacturi~ng issocs discussed in ~conan~ic E1er~ent Palic~ ~,7 arc covered in economic
element policies ~ 2,~ and E ~.~; and
WHEREAS, the it's espansibl~ official under the State Bn~iran~nental
Policy Act issued a threshold l~eterrnination of Nan,iniflcanc for the proposed
atnendent on April ~ a, ~0 I a; and
WHEREAS, the its of Bainbridge Xsland Planning arnn~ission held a public
hearing an dune 1 ~, Za 10 for the ~a 1 ~ omprehensi~e Alan amendments, including this
amendment to policies related to Master Planned I)evelorrrnts and unanirraousl~
reco~nmcnded approval of the ame~d~ner~ts to the pity council; and
WHEREAS, pursuant to RCS 36,7~A~ lad, the pity notified the ahingtan
State Department of amn~erce a~ April 3a, 2a1 ~ and J~ur~e ~~, ~~~ ~ of the proposed
orr7prehensive Plan amendments; and
'HEREA, the qty of Banbridge Island lty ~ouncrl considered the
amendment request an July 8, ~~ 1 a, at f first reading, and on August 11, ~a 10, at second
reading in which ouncil accepted public comment; and
WHEREAS, on August 18, ~a 1 a, the pity ~auncil considered the recaxd and
