ORD 2010-18 MASTER PLANNED DEVELOPMENTS
AN ~RI~INANCE ~~ the City ~~ Bainbridge Island; Washington,
x+elatin to master planned developments, and repealing Chapter
18. l ~5 of the Bainbridge Island ll~unicipal Code.
~IER~A, the master planned development process, criteria and standards of BIIC
Chapter 18,1 ~~ mere adopted by the C1ty Council in 199'x; and .
I~~R~A, the master planned dveloprr~ent criteria and standards apply only to land
designated ~~ the comprehensive play; and
H~~, pursuant to the con~prehensi~e plan, only one area ~~ the City, the ~ 5 ac~•es
located west of R ~ and north of the Day Load Industrial area ~"~IpI~ area"}, is subject to the
rr~astr planned de~elopri~ent criteria and standards; and
~, since adoption of rr~aster planned development criteria and standards, and
since designation of the BPD area, the City Council has adopted or amended developn~er~t and
performance standards far the NIPS area regarding the impacts of noise, odor and light and
regarding fire safety, and has adopted deslgn guidelines regarding visual impacts, vegetation
buffers, trails and building design; and
~~~.~~., the site plan re~ie process of BII~IC Chapter 18,1 ~ requires a
comprehensive review of prapased ne~v canstruetier~ in the 1V~PD area, l~ereb~ applicable
development standards arc reviev~ed and applied to the proposal, including site and budding
design standards, landscaping standards, stormater management standards, vehicle and
pedestrian circulation standards, and other applicable development standards; and
~I~R~~, since the adoption of the master planned development criteria and standards
and the dslgnatlon of the 1VIPD area, the Critical Areas ordinance ~BIC Chapterl ~.~0~ has
been ~rrrcnded several times to increase protection of critical areas and thou buffers, inCl~ding
~retlands and streams; acid
ERA, the master planned development criteria and standards are duplicated b~ the
development criteria and standards applicable to the 1VIP~ area, the deslgn guidelines applicable
to the PD area, the site plan review process and the Critical Areas ordinance, all as described
above; and
AREA, applying the master planned development criteria and standards to the
IVIPI] area is difficult, nay be illogical, and nay be contrary to goad planning; and
