ORD 2011-14 RELATING TO THE CITY WATER UTILITYORDINANCE NO. 2011-14 AN ORDINANCE of the City of Bainbridge Island, Washington, relating to the City Water Utility and reducing monthly water service rates. WHEREAS, a structure for establishing water and sewer rates, charges, and fees was established by Ordinance No. 82-20, which has been subsequently amended; and WHEREAS, based on the recommendations of the Utility Advisory Committee ("UAC"), the City Council determined on December 9, 2009 that the City's water rates should be held at the 2009 level and structure until further action by City Council revising such rates or structure; and WHEREAS, with the concurrence of the UAC, the Council approved retaining an independent utility business advisor ("UBA") in 2011; and WHEREAS, the UBA reported that, once the City's Water Utility's reserves were restored by issuance of the City's August 10, 2011 sewer bonds, the City's Water Utility would be in a financially sound position to offer a rate reduction; and WHEREAS, while the UAC. and Council await the final UBA report, and while further deliberations are expected on a number of utility policy issues, the Council has determined that an initial rate reduction is appropriate; now, therefore, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The .City's monthly rates and charges for city water users, as described in Section E of Ordinance No. 82-20, as amended, shall be reduced by thirty-four percent (34%). Section 2. This ordinance shall take effect and be in force on September 16, 201 1. PASSED by the City Council this 7th day of September, 2011. APPROVED by the Mayor this 7th day of September, 2011.
