ORD 2009-39 SEWER SERVICE RATESORDINANCE NO. 2009-39
AN ORDINANCE of the City of Bainbridge Island,
Washington, relating to the City Sewer Utility;
setting sewer service raises; amending Sections E. Lb,
E.5.c and E.5.d of Ordinance No. 82-20, as
subsequently amended; and repealing those portions
of all prior ordinances that amend Sections E. Lb,
E.5.c and E.5.d of Ordinance No. 82-20.
WHEREAS, a structure for establishing water and sewer rates, charges, and fees was
established by Ordinance No. 82-20; and
WHEREAS, Ordinance No. 82-20 was subsequently amended; and
WHEREAS, the City has engaged Financial Consulting Solutions Group, Inc., to perform
a Sewer Utility Rate Study and Analysis to recommend a rate structure which will provide for
utility rates adequate to ensure that the Sewer Utility segment is fully self-supporting; and
WHEREAS, the study performed by Financial Consulting Solutions Group, Inc.
considered the increased cost of needed capital improvements and operations and has
recommended rate increases commensurate with those added costs for the years 2010 through
2014; and
WHEREAS, the City caused to be published in the City's legal newspaper a notice of a
public hearing on sewer rates to be held on November 23, 2009 which was continued to December
2, 2004; and
WHEREAS, the City Council has determined that the City's sewer rates should be
increased as set forth below for the years 2010 through 2014 in order for the City to recover its
costs of providing sewer service in accord with the above-mentioned Study and Analysis; now,
therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. Section. E. Lb of Ordinance 82-20 is amended to read as follows:
"SYSTEM PARTICIPATION FEES
b. SEWER
(1). RESIDENTIAL SINGLE FAMILY $5,123
(2). RESIDENTIAL — MULTI -FAMILY $3,178
(3). COMMERCIAL OR OTHER $5,123 per ERU
Where "ERU" is defined as each set of 20 fixtures units as shown on the schedule
of fixture units affixed to this ordinance."
Section 2. Section E.5.c of Ordinance 82-20 is amended to read as follows:
"Sewer Rates for Customers Served by the City Sewer Treatment Plant
Effective January 1, 2010:
(i) Users of Both Water and Sewer. Sewer rates for property that
contributes sewage to the City Sewer Treatment Plant and that is
connected to the City's water system shall be as follows:
CATEGORY 1 (Single Family)
CATEGORY 2 (Multi -Family)
CATEGORY 3 (Commercial/Public)
CATEGORY 4 (Mixed Use)
CATEGORY 5 (Industrial)
CATEGORY 6 (Senior/Low Income)
$34.56 per month/unit plus
$5.90 per 100 cu. ft. of water.

Section 3. Section E.5..d of Ordinance 82-20 is amended to read as follows:

Treatment Plant shall be adjusted as follows:

Property : that contributes sewage to the Kitsap County Sewer District No. 7
Treatment Plant shall pay a monthly rate equal to the monthly rate applied to the
City by Kitsap County Sewer District No. 7 per ERU for treatment plus:
With Grinder Pumps $23.59
Without Grinder Pumps $19.42
Effective January 1, 2011:
Property that contributes sewage to the Kitsap County Sewer District No. 7
Treatment Plant shall pay a monthly rate equal to the monthly rate applied to the
City by Kitsap County Sewer District No. 7 per ERU for treatment plus:

Section 5, Those portions of all prior ordinances that amend Sections E.Lb, E.5.c and
E.5.d of Ordinance No. 82.20 are hereby repealed.
Section 6. This ordinance shall take effect and be in force five (5) days after passage,
approval, and publication as required by law.
