ORD 2013-23 CITY BUDGET PROCESSORDINANCE NO. 2013-23
AN ORDINANCE of the City of Bainbridge Island, Washington,
relating to the City budget process, repealing Chapter 2.82 of the
Bainbridge Island Municipal Code and adopting a substitute
Chapter 2.82 in its place.
WHEREAS, the current City budget process set forth in Chapter 2.82 BIMC does not
provide for a mid-biennial review and modification of the biennial budget;
WHEREAS, City Council desires to provide for a mid-biennial review and align the
budget process with Chapter 35A.34 RCW;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON, DOES ORDAIN AS FOLLOWS:
Section 1. Chapter 2.82 of the Bainbridge Island Municipal Code is hereby repealed in its
entirety, and the following substitute Chapter 2.82 is adopted in its place to read as follows:
2.82.010 Establishment oftwo-year fiscal biennium budget.
Pursuant to Chapter 35A.34 RCW, the city council hereby establishes, beginning
January 1, 2009, a two-year biennium budget for the city of Bainbridge Island.
The 2009-2010 biennial budget and all subsequent budgets shall be prepared,
considered, and adopted under the provisions of this chapter and Chapter 35A.34
RCW.
2.82.010 Mid-biennial review.
Pursuant to RCW 35A.34.130, the city council shall provide for a
mid-biennial review, and modification shall occur no sooner than eight
months after the start nor later than the conclusion of the first year of
biennium. The city manager shall prepare a proposed budget modification
and shall provide for publication of notice of hearings consistent with
publication of notices for adoption of other city ordinances to be effective
as of the next January 1st. Such proposal shall be sent to the city council
members and shall be a public record and be available to the public. A
public hearing shall be advertised at least once and shall be held at a city
council meeting no later than the second Wednesday in December and
may be continued from time to time. At such heating or thereafter, the
council may consider a proposed ordinance to carry out such
modifications, which shall be subject to other provisions of Chapter
35A.34 RCW. A complete copy of any modification ordinance as adopted
shall be transmitted to the Division of Municipal Corporations in the
Office of the State Auditor and to the Association of Washington Cities.
Section 2. This ordinance shall take effect and be in force five (5) days from its passage,
approval, and publication as required by law.
