ORD 2013-33 Q3 2013 BUDGET ADJUSTMENTSORDINANCE NO, 2013 -33 AN ORDINANCE of the City of Bainbridge Island, Washington amending the 2013 Budget of the City and providing for uses not foreseen at the time the 2013 Budget was adopted. WHEREAS, on December 12, 2012, the City Council adopted the budget for 2013 by Ordinance No. 2012 -18; and WHEREAS, a number of situations have occurred during 2013 which require the City to expend money on items, projects and categories not included in the 2013 Budget; now, therefore, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1. Ordinance No. 2012 -18 and the 2013 Budget are each amended as shown on the attached Exhibit A. Section 2. The City's Finance Director is authorized and directed by this ordinance to make the necessary changes to the 2013 Budget. The Finance Director is further directed to make sufficient interfund equity transfers from the appropriate funds to cover the added amounts authorized by this ordinance. Section 3. The Finance Director is authorized and directed to properly account for the Building and Development Services activities of the City and to transfer such expenditures as are appropriate under Generally Accepted Accounting Principles from the General Fund to the Building and Development Services Fund provided that such transfers do not authorize an increase in expenditures. Section 4. This ordinance shall take effect and be in force five days from and after its passage, approval and publication as required by law. Streets - SSWM In association with the interfund loan Interfund Loan repayment, this item provides appropriation Repayment authority for an interfund transfer between the General Fund and the SSWM Fund. Noxious Weed Interlocal Agreement Permitting System Rockaway Beach Road Stabilization This item transfers appropriation authority from the Public Works Department to the Planning and Community Development Department for an interlocal agreement to support Kitsap Weed Board activities to control noxious weeds on Bainbridge Island. This item, originally budgeted in Public Works, moved to the Planning Department in alignment with staffing. This item provides additional appropriation authority to support the purchase and implementation of software for a new permitting system. The existing software is over 13 years old and is no longer supported by the vendor. This item provides additional funding to complete the project construction.
