RES 2015-06 KPUD BROADBAND SERVICERESOLUTION NO. 2015-06 A RESOLUTION of the City Council of the City of Bainbridge Island requesting that Public Utility District No.l of Kitsap County file a petition with the Federal Communications Commission to preempt the restriction prohibiting Kitsap Public Utility District (PUD) from providing telecommunication services to end users. WHEREAS, the City of Bainbridge Island and its citizens are in need of fast and reliable broadband services at a reasonable cost and, WHEREAS, the city is dependent upon robust broadband infrastructure services to conduct its business and communicate with its citizens and, WHEREAS, Public Utility District No.l of Kitsap County has broadband infrastructure throughout Kitsap County and currently provides wholesale broadband services to the city and, WHEREAS, the city currently is required to contract with a retail internet service provider to procure broadband services using Kitsap PUD infrastructure and, WHEREAS, the city's inability to contract directly with Kitsap PUD for municipal broadband infrastructure creates inefficiencies in service and causes the city to incur additional costs and, WHEREAS, fast and reliable internet access is now necessary for every facet of daily life and, WHEREAS, the citizens of the city would benefit from having more broadband service options which would promote overall competition for providers of high quality broadband internet access and, WHEREAS, the benefits of competition among broadband service providers have been shown to result in better service and more competitive pricing and, WHEREAS, Kitsap PUD is owned by the citizens of Kitsap County and has a mission of providing competitive robust telecommunication services to citizens of Kitsap County, now therefore BE IT RESOLVED BY THE CITY OF BAINBRIDGE ISLAND that the City Council supports and encourages Kitsap PUD to file a petition for preemption with the Federal Communications Commission to eliminate the wholesale restriction imposed by the Washington State Legislature so that Kitsap PUD can provide retail telecommunication services to the citizens of Kitsap County and this City.
