ORD 2000-06 CITY HOURS OF BUSINESSOrdinance No. 2000 - 06 AN ORDINANCE OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, ESTABLISHING THE CITY'S HOURS OF BUSINESS, AND ADDING A NEW CHAPTER TO TITLE 2, SECTION 2.02.010 OF THE BAINBRIDGE ISLAND MUNICIPAL CODE. WHEREAS, the City of Bainbridge Island is a non-charter code city organized and existing pursuant to Title 35A of the Revised Code of Washington and as such has the power to organize and regulate its internal affairs; and WHEREAS, the City of Bainbridge Island is authorized under RCW 35.21.175 to set the City Hall hours of business; and WHEREAS, pursuant to the City's commitment under the organizational study conducted in 1997, the City Administration tasked a city staff workgroup to create ways to improve customer service; and WHEREAS, the city staff taskforce analyzed ways to provide high quality customer service based on the staff and department operation. After careful analysis of alternative ways to provide coverage with existing staff levels in and between departments, the taskforce concluded that to extend hours of business beyond eight (8) hours would: 1) compromise the day-long full service of city operations; and 2) cause unattainable demands on existing staff services without additional resources. Therefore, the city staff taskforce recommend the standard hours of business to include eight (8) continual hours to conduct business with the public, Monday through Friday, except legal holidays. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. A new Chapter 2.02 entitled "Hours of Business" shall be added to the Bainbridge Island Municipal Code as follows: 2.02 Hours of Business. General administrative offices and departments of the city shall be open for the transaction of business with the public from the hours of 8:00 a.m. to 4:00 p.m., five days per week, Monday through Friday, excepting legal holidays; provided that the Mayor may alter the hours of operations of city offices on a temporary basis, as the Mayor deems necessary for the efficient operation of the City. Public Safety services will be provided 24 hours per day. SECTION 2. This Ordinance shall take effect and be in force on and after five days from its approval and publication as required by law.
