RES 2000-11 FLEXIBLE BENEFITS PLANRESOLUTION NO. 2000-11
A RESOLUTION of the City of Bainbridge Island, Washington,
approving a Flexible Benefits Plan consisting of a Cafeteria Plan
including a Dependent Care Assistance Program and Health Care
Reimbursement Plan and a Premium Conversion Plan.
WHEREAS, the Flexible Benefits Plan will allow those employees who currently
have a child enrolled in day care, those employees who are currently responsible for
providing elderly care, those employees not fully covered by medical insurance and those
employees with medical expenses not fully covered by the Association of Washington
Cities medical insurance plan, to receive pre-tax deductions; and
WHEREAS, both the City and its employees will benefit from reduced FICA
payments; and
WHEREAS, because of the reduced FICA taxes, there will be no net cost to the
City for implementing the Flexible Benefits Plan; and
WHEREAS, the City's Administration, the employees union the International
Association of Machinists and Aerospace Workers and the labor management
negotiations team all support such as plan; now, therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, RESOLVES AS FOLLOWS:
Section 1. Beginning May 1, employees of the City of Bainbridge Island will
be eligible to enroll in the Flexible Benefits Plan allowing employees the opportunity to
receive pre-tax deductions.
Section 2. Duly authorized agents of the City of Bainbridge Island are
authorized and directed to execute and deliver to the Administrator of the Plan one or
more counterparts of the Plan.
Section 3. The Administrator shall be instructed to take such actions that are
deemed necessary and proper in order to implement the Plan, and to set up adequate
accounting and administrative procedures to provide benefits under the Plan.
Section 4. The duly authorized agents of the City of Bainbridge Island shall
act as soon as possible to notify City employees of the adoption of the Flexible Benefits
Plan by delivering to each employee a copy of the summary description of the Plan in the
form of the Summary Plan Description presented at this meeting, which form is hereby
approved.
