RES 2000-23 INTENT NOT TO PROVIDE COBI SUPPORT FOR SMALL DRINKING WATER SYSTEMSCITY OF BAINBRIDGE ISLAND RESOLUTION NO. 2000-23 A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON RELATING TO SMALL PUBLIC OR PRIVATELY -OWNED AND OPERATED DRINKING WATER SYSTEMS AND DECLARING THE CITY'S INTENT NOT TO PROVIDE SUPPORT SERVICES FOR SUCH SYSTEMS AFTER EXPIRATION OF EXISTING CONTRACTS. WHEREAS, the Council authorized City assistance to small water system purveyors outside the historic Winslow through passage of Resolution 93-03; and WHEREAS, this allowed the City, under the program heading entitled satellite system management, to provide several assistance options pertaining to small public or privately owned water systems on the island; and WHEREAS, the three service options allowed under Resolution 93-03 include: 1. Direct Ownership. Ownership and operation by the City 2. Contract Services. Routine operations and maintenance, water quality monitoring, utility billing and other periodic tasks for the system not owned by the City 3. Support Assistance. Support services provided for under contract requiring technical, professional or special assistance on a more limited scale; and WHEREAS, the support services contracts are narrowly defined in scope and require City personnel to collect water sampling in accordance with Department of Health (DOH) regulations and record annual static water level readings for small public or privately owned water systems under contract; and WHEREAS, the current fee structure and staffing level is such that the nineteen (19) small water systems (as listed on enclose 1) receiving City assistance under the aegis of a support service contract is inadequately funded and staffed; and WHEREAS, the fee for the satellite management support service contract is fifty (S50) dollars annually and over three and one-half times lower than what the Public Utility District #1 (PUD #1) charges for similar services; and TRN/City Resolutions/2000/2000-23 Discontinuation of Satellite Systems Mgmt. Program WHEREAS, the PUD #1 no longer offers this service because of poor economies of scale; and WHEREAS, similar economies of scale confront the City in relation to its nineteen (19) small water systems support services contracts, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS: Section 1. The nineteen (19) small water systems contracts for support services shall be allowed to expire and shall not be renewed. Section 2. At least 120 days before the expiration of a contract, the Public Works Departmen"hall notify the system owners or operators that the contract will expire and that the services will be discontinued upon contract expiration. Section 3. The Public Works Department shall provide the system owners or operators with a list of private sector firms certified by the State Department of Health.
