RES 2000-39 IMPOSITION OF FEES IN RESPONSE TO INITIATIVE 695RESOLUTION No. 2000-39 A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON RELATING TO THE IMPOSITION OF VARIOUS TAXES, FEES AND CHARGES ENACTED IN RESPONSE TO INITIATIVE 695. WHEREAS, passage of Initiative 695 and the subsequent repeal of Washington's Motor Vehicle Excise Tax by the State Legislature, has put extreme pressure on the City's ability to accomplish its mandated functions with the revenues allowed to it; and WHEREAS, the City Council has approved various ordinances in response to Initiatives 695 and 722 that specify that the City Council will take various actions by resolution; now, therefore THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS: SECTION 1. The taxpayer contribution referred to in the Amendment to Section 1.28.025E BIMC contained in Ordinances 99-47 and 2000-51 shall not be less than thirty-three (33) percent prior to 2002. SECTION 2. The annual reductions in the business and occupation tax rate referred to in Section 1 of Ordinances 99-48 and 2000-50 shall be one-tenth of one percent in each of the years 2000, 2001 and 2002. SECTION 3. The amount of gross income subject to the City's business and occupation tax referred to in Section 2 of Ordinances 99-49 and 2000-45 shall be $250,000 in the years beginning January 1, 2000 and 2001, and shall not be less than $250,000 in the year 2002. SECTION 4. The reductipns in the storm and surface water management untility charges referred to in Section 2 of Ordinances 99-50 and 2000-48 shall be $3.93 in the year 2000, and shall be $3.00 in 2001. SECTION 5. The annual reduction in the commercial parking tax rate referred to in Section I of Ordinances 99-54 and 2000-47 shall be eighteen percent for the year 2001.
