RES 2016-06 ESTABLISHING SPEED LIMIT CHANGES AND SIGN MODIFICATIONSRESOLUTION NO. 2016-06 A RESOLUTION of the City of Bainbridge Island, Washington, establishing speed limit changes and authorizing sign modifications for various Bainbridge Island roads. WHEREAS, City Council and City staff receive numerous requests each year to evaluate speed limits on Bainbridge Island roads; and WHEREAS, the independent study report, "2015 Focused Traffic Study," dated February 9, 2016, by Perteet, Inc. (the "Consultant"), was presented to City Council on February 16, 2016 (the "Traffic Study"); and WHEREAS, City Council has considered public comment and concurs with the recommendations presented by the Consultant in the Traffic Study; and WHEREAS, the City Council is the Local Agency with authority to establish maximum speed limits in accordance with WAC 308-330 and RCW 46.04; now, therefore, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS: In accordance with the Washington Model Traffic Ordinance, Chapter 308-330 adopted by BIMC 10.04.010, and the Manual Uniform Traffic Control Devices (MUTCD), the City Council establishes the following traffic changes: a. Eagle Harbor Drive from McDonald Avenue to Taylor Avenue - Reduce speed limit from 35 mph to 30 mph. b. Lafayette Avenue from Euclid Avenue to Sunrise Drive — Reduce speed limit from 35 mph to 30 mph. c. Manzanita Drive from Day Road to Hidden Cove Road — Reduce speed limit from 35 mph to 30 mph. d. Phelps Road from Madison Avenue N. to Hidden Cove Road — Reduce speed limit from 40 mph to 30 mph. e. Sunrise Drive from Day Road to Lafayette Avenue — Reduce speed limit from 35 mph to 30 mph.
