Ms. Sandstrom is the author of the technical report prepared by The Watershed Company, and is familiar with the proposed Habitat Management Plan, 4. Ms. Applewhite will testify that City employee Joshua Machen confirmed on April 15, 2015, that the building envelope, as determined by the submitted foundation plan, was grandfathered in.
