RES NO. 2017-16 ADOPTING THE CITY'S WATER SYSTEM PLANRESOLUTION NO. 2017-16
A RESOLUTION of the City Council of the City of Bainbridge Island,
Washington, adopting the City's Water System Plan dated July 2017.
WHEREAS, the purpose of the City's Water System Plan includes water capacity
information that demonstrates the physical ability of the water system to provide water service to
the water service area and recommendations for future improvements to the system; and
WHEREAS, as required by the Washington State Department of Health and in
accordance with WAC 246-290-100, municipalities update their Water System Plan (WSP)
approximately every six years. The City's last update was completed in 2006 and an extension
was granted in 2012; and
WHEREAS, in 2014, the City Council awarded the Water System Plan (WSP) update to
Carollo Engineers, Inc., with a subsequent amendment to include current data based on
recommendations by the City's Utility Advisory Committee; and
WHEREAS, on December 14, 2015, Carollo Engineers briefed the Utility Advisory
Committee on the draft Water System Plan; and
WHEREAS, the Utility Advisory Committee reviewed, considered, and analyzed the
Plan at its January 11, January 25, February 8, February 22, March 14, March 28, April 11, and
April 25, 2016, meetings; and
WHEREAS, the City Council at its February 2, 2016, meeting approved Amendment
No. 1 with Carollo Engineers to update the draft Water System Plan with 2014/2015 data as
requested by the Utilities Advisory Committee during review of the draft Plan; and
WHEREAS, the SEPA permit related to the Water System Plan was approved by the
City's Department of Planning and Community Development on April 7, 2016; and
WHEREAS, on May 3, 2016, the Water System Plan was presented to the City Council,
and the Utility Advisory Committee made further recommendations regarding the Plan; and
WHEREAS, on December 28, 2016, the City received comments from the Washington
State Department of Health regarding recommended revisions to the City's draft Water System
Plan; and
WHEREAS, the City, working with Carollo Engineers, revised the draft accordingly and
incorporated those revisions into the final Water System Plan, dated July 2017, that is ready for
City Council consideration and adoption, and the new Plan will be effective for a period of ten
(10) years (rather than six years as was the case previously); and
WHEREAS, at the City Council's August 8, 2017, business meeting, the Water Use
Efficiency Program goal setting was conducted with the Council and the public, and that goal
setting involving the public occurred prior to the adoption of this Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DOES RESOLVE AS FOLLOWS:
Section 1. The Water System Plan dated July 2017 prepared by Carollo Engineers, Inc., is
hereby adopted.
