RES NO. 2017-17 GRANTING APPROVAL OF THE MADRONA TOWNHOMES FINAL PLATRESOLUTION NO. 2017-17 A RESOLUTION of the City of Bainbridge Island, Washington, granting approval of the Madrona Townhomes Final Subdivision Minor Alteration. WHEREAS, on August 9, 2012, a preliminary long subdivision application was submitted to the Department of Planning and Community Development; and WHEREAS, on March 14, 2013, a public hearing on the preliminary long subdivision application was held by the Hearing Examiner; and WHEREAS, on March 26, 2013, the Hearing Examiner approved the preliminary subdivision with conditions; and WHEREAS, on December 22, 2016, the applicant, James Laughlin, submitted a final subdivision application to the Department of Planning and Community Development on behalf of the property owner, Paditu, LLC; and WHEREAS, during the final plat review process, the City requested corrections to the final plat submittal to bring it into compliance with the preliminary plat approval and to finalize utility easements that benefit the City; and WHEREAS, on February 28, 2017, the City Council passed Resolution No. 2017-06 approving the Madrona Townhome final subdivision to create 48 townhome residential lots; and WHEREAS, on March 30, 2017, a Boundary Line Adjustment was submitted to the Department of Planning and Community Development to aggregate 8 lots within the Madrona Townhomes subdivision together with another lot within the subdivision, reducing the total number of residential lots from 48 to 40; and WHEREAS, on July 7, 2017, the Boundary Line Adjustment aggregating the residential lots was approved by the Department of Planning and Community Development; and WHEREAS, on July 14, 2017, the applicant submitted a minor plat alteration to clarify both City and private access and utility easements, modify plat setbacks to be consistent with the Central Core Overlay district development standards, reassign the five (5) lots designated for affordable housing, and reflect the lot aggregation completed with the Boundary Line Adjustment application; and WHEREAS, the City Engineer completed review of the plat alteration and forwarded a recommendation of approval to the Department of Planning and Community Development; and WHEREAS, the Department of Planning and Community Development has evaluated compliance with the conditions imposed on the preliminary plat and forwarded its recommendation for plat alteration approval to the City Council; now therefore Page 1 of 2 THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS: Section 1. All conditions imposed by the approved preliminary subdivision have been met, as set forth in the plat alteration memorandum from the Department of Planning and Community Development. Section 2. The Madrona Townhomes plat alteration conforms to the applicable City zoning ordinance(s), Comprehensive Plan provisions, the Housing Design Demonstration Project program standards, subdivision regulations and standards, all other applicable land use ordinances, and with state law more generally. Section 3. The Mayor is authorized to inscribe the City Council's approval on the face of the plat alteration, as depicted in attached Exhibit A and incorporated herein by reference; alternatively, the Council may direct and authorize another Councilmember to inscribe the Council's approval, on the face of the plat alteration.
