ORD NO. 2017-22 ESTABLISHING THE ANNUAL FEE OF THE CITY'S SSWM UTILITYORDINANCE NO. 2017-22
AN ORDINANCE of the City of Bainbridge Island, Washington,
establishing the annual fee of the City's storm and surface water
management utility.
WHEREAS, chapter 35.67 RCW provides that cities are authorized to establish storm
water (also known as "storm sewer") utilities; and
WHEREAS, the City of Bainbridge Island has had a Storm and Surface Water
Management (formerly "Storm Drain") utility since 1987; and
WHEREAS, pursuant to the rate policy set forth in Section 13.24.070 of the Bainbridge
Island Municipal Code, and in accordance with the basis for a rate structure set forth in BIMC
13.24.110, there is levied upon all developed real property within the boundaries of the storm
and surface water utility service charges that shall be collected from the owners of such
properties at a charge per impervious surface unit (ISU) that shall be adopted by ordinance and
published in the City's combined fee schedule; and
WHEREAS, the City has determined that an increase is necessary for 2018; and
WHEREAS, the City has determined that it is prudent financial and operational
management to set future rates through the end of the time period covered in its current capital
planning; and
WHEREAS, the City has approved a capital plan for the Surface and Storm Water
Management utility through 2022; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, DOES ORDAIN AS FOLLOWS:
Section 1. The charge per impervious surface unit (ISU) for the City's storm and surface
water utility fees under Chapter 13.24 of the Bainbridge Island Municipal Code shall be $184.00
per ISU. Following the effective date of this ordinance, this rate shall be increased each year
through 2022 by the amount of the June -June CPI -U for the Seattle -Tacoma -Bellevue Core
Based Statistical Area.
Section 2. This ordinance shall take effect and be in force on January 1, 2018, after its
approval and publication as required by law.
