RES NO. 2018-20 RELATED TO NEW FEES FOR ZONING VERIFICATIONRESOLUTION NO. 2018-20
A RESOLUTION of the City of Bainbridge Island, Washington,
amending the Administrative Manual of the Department of Planning
and Community Development and Section 9 of the City's fee
schedule related to 1) adding new fees to the fee schedule in
connection with the addition of a zoning verification letter process
and a consultation process enacted through Ordinance No. 2018-24;
2) authorizing the Director to deduct the consultation fee from a
subsequent land use permit or preapplication conference request;
and 3) reflecting varying fees depending on the type of
preapplication conference required.
WHEREAS, the Administrative Manual of the Department of Planning and Community
Development, adopted in November 2011 ("Administrative Manual"), is designed to be a user-
friendly manual that contains information about submittal requirements, land use applications,
and supporting documents for land use permits all in one place; and
WHEREAS, on July 10, 2018, the City Council enacted Ordinance No. 2018-24 which
created a new consultation meeting process and a new zoning verification letter application
process; and
WHEREAS, explanatory information needs to be added to the Administrative Manual to
provide guidance to the public about these two new processes adopted through Ordinance No.
2018-24; and
WHEREAS, the City's Fee Schedule also needs to be updated to reflect fees related to
these two new processes; and
WHEREAS, in addition, the City Council recognizes that the existing preapplication fee
needs to be increased because that fee does not accurately reflect the varying types of
preapplication conferences and the amount of staff time spent related to those conferences; and
WHEREAS, the City desires to authorize the Director of the Department of Planning and
Community Development to deduct for an applicant the consultation fee from a subsequent land
use permit or preapplication conference request that is applied for by that applicant within one
year of a consultation meeting; and

WHEREAS, RCW 82.02.020 authorizes the collection of reasonable fees to cover the
costs to the City for such activities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON, DO RESOLVE AS FOLLOWS:
Section 1. The Administrative Manual of the Department of Planning and Community
Development is hereby amended as shown in Exhibit A attached hereto and made a part hereof.
Section 2. Section 9, Building and Planning Fees, of the City's Fee Schedule is hereby
amended as follows:
