RES 2015-10 GENERAL SEWER PLAN ADOPTIONRESOLUTION NO. 2015-10
A RESOLUTION of the City Council of the City of Bainbridge Island, Washington
adopting the General Sewer Plan dated July 2015.
WHEREAS, the purpose of the City's General Sewer Plan is to develop a policy and
planning guide for the sewer utility over the next twenty years. The General Sewer Plan presents
an evaluation of the existing system and recommends improvements needed to correct existing
deficiencies and to accommodate projected growth; and
WHEREAS, on December 12, 2012, the City Council approved a contract with Carollo
Engineers, Inc. to update the General Sewer Plan. Prior to 2012, the last update of the General
Sewer Plan occurred in 1994; and
WHEREAS, the draft General Sewer Plan was presented to the Utilities Advisory
Committee (UAC) in December 2014 and was subsequently reviewed and discussed over several
UAC meetings. The UAC approved revisions which were incorporated into the draft Plan; and
WHEREAS, on March 24, 2015, City Staff and Carollo Engineers presented the draft
General Sewer Plan to the City Council for the City -owned Winslow and South Island Sewer
Systems; and
WHEREAS, as a result of the comments received from the March 24, 2015 City Council
meeting, desired revisions and updates to Chapters 6 and 10 were incorporated into the draft
Plan; and
WHEREAS, the revised draft General Sewer Plan dated May 2015 was presented to City
Council and subsequently accepted by City Council at their May 12, 2015 City Council meeting;
and
WHEREAS, following acceptance by City Council on May 12, 2015, the General Sewer
Plan was submitted to the Department of Ecology for review and concurrence, and City staff
proceeded with the SEPA permit; and
WHEREAS, the Department of Ecology approved the General Sewer Plan on August 31,
2015 and the SEPA permit was approved by the City's Department of Planning & Community
Development on June 2, 2015; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON
DOES RESOLVE AS FOLLOWS:
Section 1. The General Sewer Plan dated July 2015 prepared by Carollo Engineers, Inc.
is hereby adopted.

Approval of General Sewer Plan
The City of Bainbridge Island has submitted to the Department of Ecology the General Sewer
Plan. Ecology received the Report on August 12, 2015. The Report was prepared by the City of
Bainbridge Island and Carollo Engineers.
In accordance with RCW 90.48.110 and WAC 173-240-010 through 180 of the Department of
Ecology, the Report, dated July 2015, has been reviewed and is hereby approved. An approved
copy of t11e documents will be kept on file at the Department of Ecology. An approved copy of
the document is enclosed for your records.
Nothing in this approval shall be construed as satisfying other applicable federal, state or local
statutes, ordinances or regulations. This review and approval is limited to assuring compliance
with the State water quality laws and regulations listed above.
