RES NO. 2018-30 SUPPORTING I639 RELATED TO GUN VIOLENCERESOLUTION NO. 2018-30
A RESOLUTION of the City Council of Bainbridge Island, Washington,
supporting Initiative 1639, a statewide initiative to the people related to
gun violence prevention, and urging voters to "Approve" Initiative 1639
on the November 6, 2018 general election ballot.
WHEREAS, the City Council recognizes gun violence as a national public health
emergency and has declared June 1, 2018, as National Gun Violence Awareness Day in
the City of Bainbridge Island; and
WHEREAS, the tragic killing of eleven congregants at the Tree of Life
Synagogue in Pittsburgh, Pennsylvania, on October 26, 2018, serves as a horrific
reminder that more than 30,000 Americans are killed by firearms each year and that our
society has been plagued by 284 mass shootings in 2018 alone; and
WHEREAS, the City Council recognizes that no community is immune from gun
violence and that we must do everything legislatively permissible on a local, state, and
national level to curb the senseless killings of innocent men, women, and children; and
WHEREAS, the Washington State Legislature has taken admirable and
measurable steps to limit the proliferation of dangerous bump stocks; and
WHEREAS, concerned Bainbridge Island residents have asked the City Council
to publicly support statewide ballot measures that promote gun and community safety;
and
WHEREAS, both the federal and state constitutions guarantee the right to keep
and bear arms, and many Bainbridge Island residents legally and responsibly own
firearms for purposes of hunting, recreation, and personal protection; and
WHEREAS, Initiative 1639 ("I-1639"), concerning firearms, will be on the
November 6, 2018 general election ballot; and
WHEREAS, I-1639 seeks to make changes to the Chapter 9.41 RCW, Firearms
and Dangerous Weapons; and
WHEREAS, I-1639 would create an enhanced background check system and
require firearm safety training and waiting periods before semiautomatic assault rifles
may be purchased or delivered; and
WHEREAS, I-1639 would impose age limitations on who may purchase or
possess certain firearms, including prohibiting purchases by persons under age 21; and
WHEREAS, I-1639 would require certain secured firearm storage or trigger
locks and criminalize noncompliant firearm storage if it results in unauthorized use; and

WHEREAS, I-1639 would enact other firearm -related requirements, including
certain warnings, recordkeeping, and fees; and
WHEREAS, notice of the City Council's October 30, 2018 special meeting was
given in accordance with RCW 42.17A.555; and
WHEREAS, the City Council now desires to show its support for I-1639.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. The City Council publicly endorses Initiative 1639, a statewide
initiative to the people related to gun violence prevention.
Section 2. The City Council urges all voters on Bainbridge Island and throughout
Washington State to "Approve" Initiative 1639 on the November 6, 2018 general election
ballot.

APPROVED by the Mayor this 30th day of October, 2018.
