ORD NO. 2018-47 UPDATING UTILITY PARTICIPATION FEESORDINANCE NO. 2018-47
AN ORDINANCE of the City of Bainbridge Island, Washington,
updating the City's sewer and water system participation fees, first set by
Ordinance No. 1982-20; and amending Section 11 of the City's Fee
Schedule, relating to sewer and water system participation fees.
WHEREAS, on June 7, 1982, the City Council adopted Ordinance No. 1982-20,
setting sewer and water utility participation fees; and
WHEREAS, on January 13, 1983, the City Council adopted Ordinance No. 1983-
01, amending the City's sewer and water system participation fees set by Section E of
Ordinance No. 1982-20; and
WHEREAS, on August 18, 1983, the City Council adopted Ordinance No. 1983-
09, further amending Section E of Ordinance No. 1982-20 relating to sewer and water
system participation fees; and
WHEREAS, on March 21, 1991, the City Council adopted Ordinance No. 1991-
13, further amending the City's sewer and water system participation fees set by Section
E of Ordinance No. 1982-20; and
WHEREAS, on December 16, 1993, the City Council adopted Ordinance No.
1993-39, further amending the City's sewer and water system participation fees set by
Section E of Ordinance No. 1982-20; and
WHEREAS, on November 6, 1997, the City Council adopted Ordinance No.
1997-26, further amending the City's sewer and water system participation fees set by
Section E of Ordinance No. 1982-20; and
WHEREAS, on December 14, 2005, the City Council adopted Ordinance No.
2005-18, further amending the City's sewer system participation fees set by Section E of
Ordinance No. 1982-20; and
WHEREAS, in March 2018, the City hired the FCS Group to evaluate and
provide a recommendation to the City concerning water and sewer system participation
fees; and
WHEREAS, in November 2018, the FCS Group submitted a Water & Sewer
System Participation Fee Update Final Report to the City ("Final Report"), which
contained recommendations related to the City's system participation fees; and
WHEREAS, on November 14, 2018, after reviewing the Final Report, the City's
Utility Advisory Committee officially recommended that the City Council adopt the FCS
Group's recommendations related to water and sewer system participation fees.

BAINBRIDGE ISLAND, WASHINGTON, DOES ORDAIN AS FOLLOWS:

Section 5. This ordinance shall take effect and be in force five (5) days from its
passage, approval, and publication as required by law.
