RES NO. 2019-22 SUPPORTING BAN ON AERIAL SPRAYING OF GLYPHOSATERESOLUTION NO. 2019-22
A RESOLUTION of the City Council of Bainbridge Island,
Washington, in support of a county -wide ban on the aerial
spray of glyphosate; urging state officials to take action to
ban the aerial spray of glyphosate; and stating the City's
intent to pursue a ban on the general use and sale of
glyphosate.
WHEREAS, Bainbridge Island is a City in Kitsap County; and
WHEREAS, thousands of acres of timberland in Kitsap County are owned and managed
by Pope Resources, including several hundred acres surrounding the rural, agricultural,
and residential communities in the neighboring "sister city" of Poulsbo; and
WHEREAS, it is a fairly common practice for Pope Resources, a land and timber
corporation in the Pacific Northwest, to aerially apply glyphosate and other herbicides
during reforestation of logged timberland; and
WHEREAS, Pope Resources currently practices the aerial spray of glyphosate on logged
timberland in other counties, including Jefferson County; and
WHEREAS, timberland owned and managed by Pope Resources in North Kitsap County
include the following locations: "Opsada" property, 467 acres located between
Kingston/Poulsbo/Suquamish; "Hanging Beaver," 331 acres located between Hansville
and Little Boston; and several hundred acres located around the intersection of Bond
Road and Stottlemeyer in Poulsbo; and
WHEREAS, the City of Bainbridge Island ended its use of glyphosate and other toxic
chemicals on City property and in City operations, including those listed by the state of
California (Prop 65 list) or the National Toxicology Program as known or reasonably
anticipated to be human carcinogen as of November 26, 2003; and
WHEREAS, the spraying of herbicides from small aircraft greatly increases the chance of
chemicals being caught up by wind forces and spread beyond the scope of the intended area,
resulting in chemical trespass, where toxic chemicals, including glyphosate, drift in the air
and deposit themselves in creeks and streams, on farmlands, homes, and schools; and
WHEREAS, in the event that aerial spray occurs in North Kitsap County, Bainbridge
Island may be vulnerable to off -target contamination of soils, wetlands, and streams.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND DOES RESOLVE AS FOLLOWS:

Section 1. The City Council will publicly endorse a county -wide ban on the aerial
spray of glyphosate and other chemicals listed on the State of California's Prop 65 list as
known to the State of California to cause cancer. This formal endorsement shall be
submitted as a letter from the City Council to the Kitsap Environmental Coalition, Kitsap
County Commissioners, Department of Natural Resources, and Pope Resources.
Section 2. The City of Bainbridge Island urges Senator Rolfes, Representatives
Hansen and Appleton, and Commissioner of Public Lands Franz to use all available
legislative and regulatory means to ban the aerial spray of glyphosate in Washington
State.
Section 3. The City of Bainbridge Island, having banned the municipal use of
glyphosate in 2003, hereby formally states its intent to pursue a city-wide ban on the
general use and sale of glyphosate, citing recent court cases settled against Monsanto in
the State of California and recent scientific studies that demonstrate the dangers of
glyphosate and other toxic herbicides and pesticides to ecosystems, soil systems, water
quality, and human health.
