ORD NO. 2020-08 AMENDING CHAPTER 2.43 RELATING TO THE CULTURAL FUNDING ADVISORY COMMITTEEORDINANCE NO. 2020-08 AN ORDINANCE of the City Council of Bainbridge Island, Washington, relating to the City's Cultural Funding Advisory Committee; amending Chapter 2.43 of the Bainbridge Island Municipal Code (BIMC) to change the committee into a task force with a specified term of service. WHEREAS, the Cultural Element of the City's Comprehensive Plan states that the economic identity and vibrancy of Bainbridge Island is based upon its unique cultural values; and WHEREAS, the Cultural Element recognizes that the arts and humanities significantly contribute to the City's identity, sense of place, and economy; and WHEREAS, the Economic Element of the City's Comprehensive Plan includes the goal that the City will continue to promote the arts as a significant component of the Bainbridge Island economy; and WHEREAS, the City desires to further these principles through many avenues, including the provision of significant financial support to community partners, now and in the future; and WHEREAS, the City desires to provide financial support to qualified recipient organizations in a manner that reflects current City goals and also allows a high degree of transparency and accountability for the results and impacts of the City funding; and WHEREAS, the City wishes to incorporate community representation in the process used to develop recommendations for City funding to support cultural and economic activities; and WHEREAS, on June 11, 2019, the City Council determined that such community representation is most effectively performed by a task force with a specified term of service rather than by a standing committee; and WHEREAS, Chapter 2.43 BIMC outlines the makeup and duties of the Cultural Funding Advisory Committee; and WHEREAS, Chapter 2.43 BIMC now needs to be amended to reflect the Council's desire that the community representation take the form of a task force with a specified term of service rather than a standing committee. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1. Chapter 2.43 of the Bainbridge Island Municipal Code is hereby amended to read as follows: Page 1 of 4 Chapter 2.43 Cultural Funding Advisory C- e�nittee-Task Force Sections: 2.43.010 Created — Membership, appointment, term, and compensation. 2.43.020 Vacancies — Removal. 2.43.030 Duties and responsibilities. 2.43.040 Meetings, officers, records, and quorum. 2.43.010 Created — Membership, appointment, term, and compensation. A. There is created a cultural funding advisory :tee task force for the city, hereinafter called the wee "task force" for the pafpese of this ehapw. The eemmittee-task force shall consist of seven voting members who shall be appointed by the mayor and confirmed by vote of the city council. Members of the task force shall serve for a sin le term. to be specified at the time of a ointment. that coincides with the city's work to review proposals for funding from communily organizations. A member mgy be reaRRointed to a separate. subse cent term but no member of the task force shall be appointed to more than three consecutive terms unless the city council determines that special expertise is re uired. or there are no other qualified applicants. B. Members shall not be employees or officers of the city or appointed to another eity of Bainbridge lsla ' city advisory group comfflitteeUVard e except for city advisoa groups that require special expertise or are of a limited duration. Members shall not be members,stag members, board officers or employees of any organization which will request or receive city funding for cultural funding. C. Page 2 of 4 2.43.020 Vacancies — Removal. In the event of a vacancy, the mayor, subject to confirmation of the city council, shall make an appointment to fill the unexpired portion of the term of the vacated position in accordance with the city's appointment cycle. The removal and resignation of members shall be governed by Chapter 2.01 BIMC. 2.43.030 Duties and Responsibilities. The cultural funding advisory eeinm ask force, working in collaboration with the city, shall develop funding recommendations for consideration by the city council. The Mask force's recommendation should meet any requirements or guidance provided from the city council to the cei+HiiiRee task force including, but not limited to: the total amount of available funds, identified goals and priorities for funding, eligibility requirements, specific parameters such as maximum or minimum award levels, and any other identified guidelines for funding. 2.43.040 Meetings, officers, records, and quorum. A. The e -task force shall meet as necessary to develop its review of qualified proposals and to develop a complete funding recommendation for consideration by the city council. Meetings of the task force shall be open to the public and held in accordance with the Open Public Meetings Act (chapter 42.30 RCW). B. A majority of the members then serving on the Mask force shall constitute a quorum. C. At least one city councilmember shall serve as the liaison to the wee task force and shall also serve as the nonvoting chair of the wee --task force. flMinutes of each meeting, including a record of attendance, shall be prepared by the chair, or their desi nee and approved by the task force and signed by the chair at a subsequent meeting. The minutes do not need to reflect the actual discussion, but only the formal actions taken by the Page 3 of 4 ogee -task force. The approved meeting minutes shall be posted on the city's ,,,website. E. The city shall provide city email accounts to members of the task force and related training on the use of email accounts, including personal computer privacy expectations, while serving on the +=tee -task force. Section 2. This ordinance shall take effect and be in force five (5) days from its passage and publication as required by law. PASSED by the City Council this 24th day of March, 2020.
