ORD NO. 2020-27 ADUSTING THE NUMBER OF MEMBERS ON THE SALARY COMMISSIONPage 1 of 3 ORDINANCE NO. 2020-27 AN ORDINANCE of the City of Bainbridge Island, Washington, relating to the City’s salary commission; amending Chapter 2.74 of the Bainbridge Island Municipal Code to adjust the number of members on the salary commission and to reflect that the salary commission will first meet in 2020. WHEREAS, RCW 35.21.015 authorizes the City to establish by ordinance an independent salary commission with authority to set the salary of the members of the City Council; and WHEREAS, on August 9, 2001, the City adopted Ordinance No. 2001-31-B, creating a salary commission for the City of Bainbridge Island; and WHEREAS, since 2001, the salary commission has periodically reviewed the salary of members of the City Council, most recently in 2009; and WHEREAS, more than a decade has passed since the salary commission last reviewed the salary of members of the City Council; and WHEREAS, on September 10, 2019, the City Council adopted Ordinance No. 2019-23, directing that a salary commission be appointed to perform periodic review of the salary of members of the City Council, to occur in 2019 and then every seven years thereafter; and WHEREAS, a salary commission was not appointed in 2019 and instead a salary commission will be appointed in 2020. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1. Subsection 2.74.010.A of the Bainbridge Island Municipal Code is hereby amended to read as follows: A. There is created a salary commission for the city. The commission shall consist of seven members, to be Members are appointed by the mayor with the approval of the city council. The number of members on the commission shall be equal to the number of appointments approved by the city council, but at a minimum the commission shall consist of at least three members. The number of members on the commission may vary, at the city council’s discretion, each time a salary commission is appointed under this chapter. Page 2 of 3 Section 2. Subsection 2.74.010.C of the Bainbridge Island Municipal Code is hereby amended to read as follows: C. Beginning in 20192020, a salary commission shall be appointed and shall begin a new salary review as provided herein. Every seven years thereafter, a new salary commission shall be appointed to perform a new salary review in accordance with this chapter. Section 3. Subsection 2.74.040.A of the Bainbridge Island Municipal Code is hereby amended to read as follows: A. Beginning in 20192020, and every seven years thereafter, the commission shall have the duty to review the salaries paid by the city to each elected city official. The commission shall complete its review within 120 days of the first meeting of the commission. The city council may approve a request from the commission for an extension of the 120-day review period. Section 4. Subsection 2.74.060.B of the Bainbridge Island Municipal Code is hereby amended to read as follows: B. Beginning in 20192020, and every seven years thereafter that a new commission is appointed by the mayor and approved by the city council, the commission, at its first regular meeting, shall select from among its members a chairperson and a secretary. Section 5. This ordinance shall take effect and be in force five (5) days from its passage and publication as required by law. PASSED by the City Council this 13th day of October, 2020.
