AN ORDINANCE of the City of Bainbridge Island, ashington, relating
to the levy of property taxes for the City of Bainbri ge Island, for the
fiscal year commencing January 1, 2003, on all real an personal property
within the City that is subject to taxation; levying bo general property
taxes for the pmpose of providing sufficient reven e to carry on the
normal activities of the City as required by law, and eciallevy taxes as
authorized by the voters in the November 6, 2001 electi, n.

WHEREAS, the City Council of Bainbridge Island t considered the financial
requirements of the City for 2003 as set forth in the Mayor's P liminary Budget, and the
amounts necessary and available to be raised by ad valorem t! es on real, personal, and
utility property which are included therein; and
WHEREAS, the City Council has properly given ntce of the public hearing
held on October 23, 2002, to consider the City's revenue s ,urces for the City's 2003
current expense budget; and
WHEREAS, the City Council after hearing and d1 considering all relevant
evidence and testimony presented, has determined that the C ty requires an increase in
property tax revenue from the previous year equal to one perc t of the amount levied for
collection in 2002 as authorized by RCW 84.55.005, in additir to the increase resulting
from the addition of new construction and improvements to p perty and any increase in
the value of ~tate-assessed property, in order to discharge ~e expected expenses and
obligations of the City and in its best interest; and
WHEREAS, at an election held on November 6, 20~)1, the voters of the City
approved and authorized the City to issue general obligation ~nds to finance the costs of
acquiring and preserving forested areas, open space, wildli e habitat, and farms and
agricultural lands and creating new trails and passive parks, $.d to levy excess property
taxes to repay such bonds (referred to as "2002 Unlimite4 Tax General Obligation
Bonds"); and
WHERAS, the debt service on such bonds for the y~ 2003 will be $207,000;
now, therefore
THE CITY COUNCIL OF THE CITY OF B~E ISLAND, DOES
ORDAIN AS FOLLOWS:

Sectla. 1. The 2902 regular property tax levy for col ection in 2003 is declared
to be $4,978,599 (the amolmt levied in 2001 for collection i 2002) plus an increase of
$49,786, which is ,an increase of one and no one-hundred (1.00) percent, plus an
increase equal to the amount allowed under the new constrqction provisions of RCW
84.55.010 and any increase in the value of~tate-assessed propeftY.

Sectio. 2. In addition to City's regular property tax I' vy described in Section 1
above, there is levied for collection in 2003, upon all prope , both real and personal
within the City and within the area subject to taxation, a total oter-approved special levy
property tax in the amount of $207,000 to pay the 2003 debt ervice on the City's 2002
Unlimited Tax General Obligation Bonds.
Sectio, 3. This ordinance shall be certified to the prot Kitsap County officials,
as provided by law. The taxes levied in this ordinance shall collected and paid to the
Director of Finance and Administrative Services of the City I f Bainbridge Island at the
time and in the manner provided by the laws of the State ofW~hington for the collection
of taxes for non-charter code cities.

Sectio, 4. This ordinance shall take effect and be ip force five days after its
passage, approval and publication as required by law.
