ORD 2002-50 WATER SERVICE RATE AMENDMENT ORDINANCE NO. 2002-50 AN ORDINANCE OF TIlE CITY OF BAINBRIDGE ISLAND, WASHINGTON, RELATING TO TIlE CITY'S WATER SERVICE RATES, CHARGES AND FEES; AMENDING SECTION E.S.b OF ORDINANCE NO. 82-20, AS AMENDED BY SECTION 2 OF ORDINANCE NO. 97-09; REPEALING ORDINANCE NO. 95-28. WHEREAS, in Section E.5 of Ordinance No. 82-20, the City established a structure for water and sewer rates, charges and fees, and in particular, in Section E.5.b of Ordinance No. 82-20 the City established a structure for water service rates; and WHEREAS, most recently, the City Council amended Section E.5 of Ordinance No. 82-20 in Section 2 of Ordinance No. 97-09; and WHEREAS, in 2002, the City caused a professional study to be performed by consultants on the issue of the City's water rates, charges and fees, to determine a reasonable and appropriate structure and amount of the water rates, charges and fees; and WHEREAS, the City caused to be published in the City's legal newspaper and mailed to each of the City's water customers a notice of a public hearing on water rates, to be held on December 2, 2002; and WHEREAS, the City Council's Finance Committee conducted the hearing described above on December 2, 2002, at which time members of the public had the opportunity to comment, and the Finance. Committee has considered all written comments received by the City on the issue of the City's water service rates, charges and fees; and WHEREAS, the City Council has determined that the City's water rates, charges and fees should be increased as set forth below, in order for the City to recover its costs of providing water service; now, therefore THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. Section E.5.b of Ordinance No. 82-20, as amended by Section 2 of Ordinance No. 97-09, is amended to read as follows: b. WATER RATES (Winslow Water System) The monthly rate for all categories of users shall be as follows except as authorized in paragraph 5.f, 5.g or 5.h below: Users in Category 1 (8FR) shall pay a monthly fIXed base rate based on size of water meter as follows: 941OOII0312494S2~04 -1- Up to 3/4" $19.25 1" 37.95 1 1/2" 69.20 2" 106.70 3'" 206.75 4" 319.25 6" 632.50 Plus a charge for consumption on an incremental basis as follows: For the fIrst 500 cubic feet $1.95 per 100 cubic feet For the next 700 cubic feet 3.15 per 100 cubic feet For the next 1,800 cubic feet 4.45 per 100 cubic feet For amounts over 3,000 cubic feet 6.05 per 100 cubic feet Users in Category 2 (Multiple DweUings) shall pay a monthly fixed base rate for each residential unit of: $9.60 Plus a charge for consumption on an incremental basis as follows: For the first 500 cubic feet $1.95 per 100 cubic feet per unit For the next 700 cubic feet 3.15 per 100. cubic feet per unit For the next 1,800 cubic feet 4.45 per 100 cubic feet per unit For amounts over 3,000 cubic feet 6.05 per 100 cubic feet per unit Users in Category 3 (Commercial) shall pay a monthly .fixed base rate based on size of water meter as follows: Up to 3/4" $29.40 1" 65.05 1 1/2" 124.45 2" 195.70 3" 385.80 4" 599 .65 6" 1,193.65 Plus a charge for consumption as follows: For water billed in November Through April $2.55 per 100 cubic feet For water billed in May through October $2.95 per 100 cubic feet Users in Category 4 (Other), other then irrigation systems or construction projects, shall pay a monthly fixed base rate based on size of water meter as follows: 94700 11031249452.04 -2- Up to 3/4" $42.95 1" 98.95 1 1/2" 192.25 2" 304.20 3" 602.75 4" 938.60 6" 1,871.60 Plus a charge for consumption as follows: For water billed in November through April $2.55 per 100 cubic feet For water billed in May through October $2.95 per 100. cubic feet Users in Category S (Industrial), shall pay rates as set by individual contract, which contract shall not provide rates less than any of the categories 1 through 4. All users of separate Irrigation systems (defined as water systems primarily designed for the watering of plants and which do not connect directly or indirectly to the City's sewer system) shall pay a monthly base rate based on size of water meter as follows: Up to 3/4" $8.45 I" 11.10 1 1/2" 15.55 2" 20.90 3" 35.10 4" 51.10 6" 95.55 Plus a charge for consumption of: $6.95 per 100 cubic feet Water for construction projects shall be made available to contractors at the option of the city at a location or locations to be specified .by the city at a price of $6.95 per 100 cubic feet of water plus 125% of the direct costs to the city of connection set up and water delivery. Water for single family residential construction at the construction site prior to the fmal inspection of the property shall be available through. the residential meter and piping at a fixed charge of $100.00 per 90 days or portion thereof. 94700 11031249452.04 -3- SECTION 2. Ordinance No. 95-28 is repealed, to the extent that it has not already been repealed. SECTION 3. This. Ordinance shall take effect and be in force for utility bills generated on and after January 1, 2003, which date is more than five days after its passage, approval and publication as required by law.
