ORD 2003-18 48-HOUR POSTING RULE ORDINANCE NO. 2003-18
AN ORDINANCE of the City of Bainbridge Island, Washington,
establishing a 48-hour rule for posting City Council committee's
unofficial, but committee approved, notes onto the City's website.
'~ 'HER. EAS, the City Council has adopted the City of Bainbridge Island's Goals and Objectives,
2003, Goa 4: Communications, "Foster effective two-way communication with citizens to promote
understanc lng, trust and accountability"; and
~ HEREAS, thc City Council wishes to continue to "Improve support of committees,
commtssic as and councils which work at the behest of, and on behalf of the City"; and
x~ HER. EAS, the City Council realizes that education on issues promotes understanding of issues;
and
~ HEREAS, the City Council desires to keep citiZens informed on City Council cormmttee work
in a timely manner; and
~ FIEREAS, the City Council encourages citizens to be engaged in the development of City
policy, as ,, rated in Growth Management Act Goal number eleven, Citizen Participation and Coordination;

RESOLVI~ AS FOLLOWS:
S~ ction 1. All City Council Comnnttees' summac~ notes, while being considered unofficial, shall
be approve J by the appropriate full comnUttee within 24 hours of the actual committee meeting to which
the notes ri fer.
S~ etlon 2. All City Council Comrmttee-approved unofficial summary notes shall appear on the
City's offi¢ iai website within 24 hours of the appropriate committee approval, and no later than 48 hours
after the ac ual committee meeting to which they refer.
S( etlon 3. City Council Conumttee summary notes that appear on the City's website, shall remain
posted on t ~e City's official website for no less than 6 months.
S~ :tion 4. All City Council comnUttee summary notes shall contain the names of the City Council
committee nembers, the Chairperson of the committee, as well as those Council members present, City
staff preset t and other noted participants.

S ~ction 5. All City Council committee summary notes shall reveal each topic discussed, as well
as any acti ~n taken by the committee members. Statements used in the notes shall identify source. Action
taken by ti e committee shall include a roll call vote of members.
S ~ction 6. A violation of this ordinance shall not be subject to the general penalty provisions of
BLMC CN ~ter 1.24.
S :tion 7. The requirements of this ordinance shall be waived in the case of emergency or unusual
or unavoid able circumstances.
