RES 2001-32 APPROVING STREET CROSS-SECTIONSRESOLUTION NO. 2001-32 A RESOLUTION of the City of Bainbridge Island, Washington approving the street cross-section on Madison Avenue from High School Road to State Route 305 and on New Brooklyn Road from Sportsman Club Road to Madison Avenue. WHEREAS, Madison Avenue from High School Road to SR305 (Madison Avenue) and New Brooklyn Road from Sportsman Club Road to Madison Avenue (New Brooklyn Road) are existing city streets generally with two 10 foot travel lanes and minor shoulder improvements; and WHEREAS, development is occurring along Madison Avenue and New Brooklyn Road which will be required to construct frontage improvements; and WHEREAS, the Bicycle Plan (Figure 7 of the Transportation Element of the City Comprehensive Plan) shows that bicycle lanes shall be added to the shoulders of Madison Avenue and New Brooklyn Road; and WHEREAS, the Winslow Master Plan calls for improvements to Madison Avenue stated as: "Add sidewalks both sides from High School Road up to New Brooklyn Road. Add parking on one side to the elementary school and traffic calming"; and WHEREAS, the City is currently developing a non -motorized plan which further delineates specific sidewalk and bike facility location and widths; and WHEREAS, City staff need to establish a street cross section for Madison Avenue and New Brooklyn Road in an implementation plan, designating the frontage improvements including bike lane and sidewalk locations and widths for coordination with the anticipated development; and WHEREAS, because of the timing of the development activities, the implementation plan for Madison Avenue and New Brooklyn Road will need to be approved prior to adoption of the non -motorized plan; and WHEREAS, this resolution will serve as the implementation plan document for the frontage improvements along Madison Avenue and New Brooklyn Road, serving as a guide for the design and construction of frontage improvements on Madison Avenue and New Brooklyn Road; and Street Cross Section For Madison Avenue and New Brooklyn Road Pagel of 3 TRN/city resolutions/2001/2001-32 WHEREAS, this implementation plan was discussed at the May 15, 2001 meeting of the non -motorized plan steering committee where it was recommended for consideration by the City Council; and WHEREAS, this implementation plan complies with the Comprehensive Plan and the Winslow Master Plan; and WHEREAS, this resolution will be incorporated into the non -motorized plan and adopted formally therein. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES HEREBY RESOLVE: 1. That this resolution is considered the implementation plan for the street cross section and frontage improvements on Madison Avenue from High School Road to State Route 305 and on New Brooklyn Road from Sportsman Club Road to Madison Avenue. 2. That the street cross section and frontage improvements are proposed as follows: a) The east side of Madison Avenue from High School Road to SR305 shall consist of: a ten -foot vehicle travel lane, a five-foot bicycle lane, curb, gutter, a four -foot minimum planter strip with trees for the entire length. A seven -foot wide sidewalk is designated from High School Road to the northern most entrance to the Sakai Village Development. A five-foot wide sidewalk is designated from the northern most entrance to Sakai Village through the New Brooklyn Road intersection. Parking will generally remain in its existing location near High School Road. The planter strip and sidewalk may be modified at the wetland south of New Brooklyn Road. b) The west side of Madison Avenue from High School Road to SR305 shall consist of a ten -foot vehicle travel lane, a five-foot bicycle lane, curb, gutter, a four -foot minimum planter strip with trees for the entire length. A seven -foot wide sidewalk is designated from High School Road to New Brooklyn Road. A five-foot wide sidewalk is designated from New Brooklyn Road to the Fire Station. The planter strip and sidewalk may be modified at the wetland south of New Brooklyn Road. c) The south side of New Brooklyn Road from Sportsman Club Road to Madison Avenue may consist of a ten -foot vehicle travel lane, a five-foot bicycle lane, curb, gutter, a seven -foot wide sidewalk and a four -foot minimum planting strip with trees or other separation of the street and sidewalk which recognizes the transitional nature of the street entering the Winslow area. Special attention will Street Cross Section For Madison Avenue and New Brooklyn Road Page 2 of 3 TRN/city resolutions/2001/2001-32 be given to maintaining or replacing the screening along the existing storage facility. d) The north side of New Brooklyn Road from Sportsman Club Road to Madison Avenue may consist of a ten -foot vehicle travel lane, a five-foot bicycle lane, curb, gutter, and a five-foot wide sidewalk with a separation of the street and sidewalk which recognizes the transitional nature of the street entering the Winslow area. 3. Modifications to the above implementation plan to meet site or environmental constraints and opportunities may be made by the City Engineer where the intent of the plan is maintained 4. The City shall incorporate the elements of this implementation plan into the non - motorized plan under the development. 5. There will be early and continuous opportunity for public participation in the design of these improvements. PASSED by the City Council this 27`h day of June 2001.
