RES 2001-49 PROPOSAL OF CHARTER REVISIONS REGARDING AT-LARGE ELECTIONSRESOLUTION NO. 2001-49
A RESOLUTION of the City Council of the City of Bainbridge Island,
Washington, proposing charter revision regarding at -large elections.
WHEREAS, the Kitsap County Freeholders have spent the past eight months
drafting a proposed charter for Kitsap County government; and
WHEREAS, the purpose of this new charter is to improve the effectiveness and
efficiency of county government; and
WHEREAS, effective county governance requires a demonstrated understanding
and commitment to county -wide issues; and
WHEREAS, this proposed charter establishes a five member County Council to
be elected by district; and
WHEREAS, the commitment and understanding of the Councilmembers should
be judged by the entire electorate, not by voters in small districts; and
WHEREAS, the establishment of district elections for county officials will
decrease the accountability of the legislative body to the county citizenry; and
WHEREAS, this proposed new charter will likely increase the cost of county
government while providing less government accountability; now, therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND HEREBY
RESOLVES that the proposed charter be revised to include at -large elections for County
Councilmembers, with primary elections to be conducted by district.
PASSED by the City Council this 12th day of September, 2001.
APPROVED by the Mayor this 13th day of September, 2001.
