RES 2001-47 APPROVAL OF STREET CROSS-SECTION ON ERICKSEN AVE FROM WINSLOW WAY TO WALLACE WAYRESOLUTION NO. 2001-47 A RESOLUTION of the City of Bainbridge Island, Washington approving the street cross-section on Ericksen Avenue from Winslow Way to Wallace Way. WHEREAS, Ericksen Avenue from Winslow Way to Wallace Way is an existing city street with generally two 10 -foot travel lanes and minor shoulder improvements; and WHEREAS, development is occurring along Ericksen Avenue which will be required to construct frontage improvements; and WHEREAS, the Winslow Master Plan an element of the Comprehensive Plan calls for improvements to Ericksen Avenue as: "Add bike lanes, sidewalks and traffic calming features on both sides of Ericksen Avenue"; and WHEREAS, the City of Bainbridge Island Zoning Code, Chapter 18 provides design guidelines for sidewalk construction within the Ericksen Overlay District; and WHEREAS, the City of Bainbridge Design and Construction Standards and Specifications, Section 8-05.C(2) provides design guidelines for sidewalk construction within commercial zones; and WHEREAS, the City of Bainbridge Design and Construction Standards and Specifications, Section 8-09 provides guidance for bike lane design; and WHEREAS, the Washington State Department of Transportation Design Manual, Section 1040 defines bike lane and provides engineering requirements for design; and WHEREAS, the City is currently developing a Non -motorized Transportation Plan which further proposes specific sidewalk and bike facility location and widths; and WHEREAS, City staff need to establish a street cross section for Ericksen Avenue in an implementation plan, designating the frontage improvements including bike lane and sidewalk locations and widths for coordination with the anticipated development and City projects in the corridor; and WHEREAS, meetings with the neighborhood and general public on development of the implementation plan were held on May 29, 2001 and July 9, 2001; as part of the City Council Public Works Committee on April 16, 2001, June 18, 2001, July 30, 2001 and September 4, 2001; a community walk through on September 17, 2001 and with the "Save Ericksen Committee" on September 24, 2001: and TRN/city resolutions/2001/2001-47 Street Cross Section For ERICKSEN AVENUE Pagel of 4 WHEREAS, this implementation plan was discussed at the September 4, 2001, September 17, 2001 and October 1, 2001 Public Works Committee meetings where it was recommended for consideration by the City Council; and WHEREAS, a presentation of this implementation plan was made to the City Council on September 12, 2001 and a discussion before the City Council on September 26, 2001; and WHEREAS, this implementation plan complies with the Comprehensive Plan and the Winslow Master Plan; and WHEREAS, this resolution will serve as the implementation plan document for the frontage improvements along Ericksen Avenue, serving as a guide for the design and construction of frontage improvements; and WHEREAS, this resolution will be incorporated into the Non -motorized Transportation Plan and adopted formally therein; and WHEREAS, construction of the implementation plan improvements is expected to be in phases as part of city projects and development projects. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES HEREBY RESOLVE: 1. That this resolution is considered the implementation plan for the street cross section and frontage improvements on Ericksen Avenue from Winslow Way to Wallace Way. 2. The street cross sections and frontage improvements are broken down in to four segments as follows: a) Segment #1 — Ericksen Avenue from Winslow Way to 187 Ericksen Avenue shall consist of: ten -foot vehicle travel lanes, five-foot bicycle lanes and curb and gutter on both sides. A five to seven -foot wide sidewalk to be constructed along the west side of the road and a five-foot sidewalk on the east side of the road. Phasing: Construction of the sidewalk on the east side of the road is not part of the initial proposed City project. At such time as the property develops or redevelops and if sidewalks are required as part of that development, the property owner shall dedicate right of way and construct the sidewalk. See Exhibit A. b) Segment #2 — Ericksen Avenue from 187 Ericksen Avenue to Wyatt Way shall consist of: ten -foot vehicle travel lanes, five-foot bicycle lanes and curb and gutter on both sides. A five to seven -foot wide sidewalk with a three-foot minimum TRN/city resolutions/2001/2001-47 Street Cross Section For ERICKSEN AVENUE Page 2 of 4 vegetated buffer strip on the west side of the road and a five-foot sidewalk with a four -foot minimum vegetated buffer strip on the east side of the road. Phasing: Construction of the sidewalk and vegetated buffer strip on the east side of the road is not part of the initial proposed City project. At such time as the property develops or redevelops and if sidewalks are required as part of that development, the property owner shall dedicate right of way necessary for the sidewalk and either construct the sidewalk or provide funds or financial assurances to the city for construction of the improvements at a future date. The sidewalk located on the west side of the road shall be constructed to full width if the adjoining property owner grants easements to the City. If easements are not granted, a sidewalk will be constructed within the existing right-of-way and the planned sidewalk and vegetated buffer strip will be required when the adjoining property develops or redevelops and sidewalks are required as part of that development. See Exhibit B. c) Segment #3 — Ericksen Avenue from Wyatt Way to 600 Ericksen Avenue shall consist of: ten -foot vehicle travel lanes, five-foot bicycle lanes and curb and gutter on both sides. A five to seven -foot wide sidewalk with a three-foot vegetated buffer strip on the west side of the road and a five-foot sidewalk with a four -foot minimum vegetated buffer strip on the east side. Phasing: Construction of the sidewalk on the east side of the road is not part of the initial proposed City project. At such time as the property develops or redevelops and if sidewalks are required as part of that development, the property owner shall dedicate right of way and construct the sidewalk, or provide funds or financial assurances to the City for the construction of the improvements at a future date. See Exhibit C d) Segment #4 — Ericksen Avenue from 600 Ericksen Avenue to Wallace Way shall consist of: ten -foot vehicle travel lanes, five-foot bicycle lanes and curb and gutter on both sides. A five to seven -foot wide sidewalk will be constructed on west side of the roadway and a five-foot sidewalk on the east side. A six-foot wide median strip fully surrounded with curb will be located between two travel lanes. The median shall consist of either plantings or other treatments deemed appropriate by Public Works. Phasing: Construction of the sidewalk on the east side of the road is not part of the initial proposed City project. At such time as the property develops or redevelops and if sidewalks are required as part of that development, the property owner shall dedicate right of way and construct the sidewalk or provide funds or financial assurances to the City for the construction of the improvements at a future date. Additional opportunities to provide traffic calming and pedestrian amenities in the Ericksen Avenue corridor as well as tree preservation during and after construction shall be evaluated and added where opportunities exist during the design of the project. 4. Public Works staff will develop for council consideration an undergrounding ordinance for the Ericksen Avenue corridor and formation of a local improvement district to recover 50% of the undergrounding costs from the adjacent property owners. 5. Modifications to the above implementation plan to meet site or environmental constraints and opportunities may be made by the City Engineer where the intent of the plan is maintained. 6. The City may incorporate the elements of this implementation plan into the non - motorized plan under Vevelopment. 7. Public Works staff will make presentations to the public at the of a twenty and fifty percent complete design plan stage and to the Public Works Committee for comment and discussion on conformity with the intent of this resolution.
