RES 2001-58 OPPOSITION TO I-747 LIMITING STATE/LOCAL TAX INCREASESRESOLUTION NO. 2001-58
A RESOLUTION of the City of Bainbridge Island,
Washington, opposing the passage of Initiative 747
on the November 6, 2001, General Election ballot
of the State Washington, which would limit state
and local property tax increases to one percent or
the rate of inflation, whichever is less.
WHEREAS, the City of Bainbridge Island gets approximately 35% of its general
operating revenue from property taxes, such limitation would curtail the city's ability to
provide the services required by law and/or our citizens, including providing for police
and the municipal court, for land use regulation, for roads and infrastructure
maintenance and construction, and for administration of the city, thus requiring the
Council to submit for voter approval special levies in order to maintain the current level
of service.
WHEREAS, such limitation would restrict our ability to contribute to the
Bremerton-Kitsap County Health District as we are contractually obligated to do, since
the repeal of the Motor Vehicle Excise Tax from which the State formerly paid that
contribution.
WHEREAS, such limitation would curtail our ability to give funds to the human
services organizations and to the arts organizations of Bainbridge Island, which
contributions are not required by law, but are supported by citizens' wishes as
expressed in the Comprehensive Plan of Bainbridge Island.
NOW, THEREFORE, be it resolved that the Bainbridge Island City Council
urges its constituents to vote against Initiative 747 on November 6, 2001.
