RES 2002-13 ERICKSEN AVENUE PROVISION OF UNDERGROUNDING EXISTING OVERHEAD UTILITIESRESOLUTION 2002-13 A RESOLUTION of the City of Bainbridge Island, Washington regarding the provision of undergrounding existing overhead utilities and adding street lights on Ericksen Avenue from Winslow Way to Wallace Way as part of the Ericksen Avenue Pedestrian and Bicycle improvements project. WHEREAS, the City has a capital project to improve pedestrian and bicycle facilities on Ericksen Avenue from Winslow Way to Wallace Way; and WHEREAS, Ericksen Avenue from Winslow Way to Knechtel Way has overhead power, communication and other utility lines and WHEREAS, the City has indicated their desire to underground the existing overhead utility lines on Ericksen Avenue as part of the project; and WHEREAS, property owners on Ericksen Avenue have expressed a desire for undergrounding of the overhead utilities for aesthetic and power reliability reasons, and WHEREAS, the Bainbridge Island Fire Department supports the undergrounding of the existing overhead utility line to improve fire fighting operations and safety; and WHEREAS, city staff, consultant and the City Attorney evaluated using a Local Improvement District to fund a portion of the undergrounding costs but determined that it was not feasible in this situation; and WHEREAS, The city desires to provide street lights on Ericksen Avenue as part of this project and recognizes that if the overhead utilities are undergrounded, an independent street lighting system will be required to be constructed as part of the project; and NOW THEREFORE, THE CITY COUNCIL. OF THE CITY OF BAINBRIDGE ISLAND DO HEREBY RESOLVE: 1. That the City will underground the overhead utilities as part of the Ericksen Avenue Pedestrian and Bicycle Improvements project using city funds and funds from those Ericksen Avenue development projects conditioned to underground the fronting overhead utilities. That the staff is directed to develop an ordinance for City Council consideration establishing a requirement that property owners must connect to the underground utility lines in Ericksen Avenue at their expense within a certain time. 3. That street lighting be added to the Ericksen Avenue Pedestrian and Bicycle Improvements project using a lighting standard style similar to the street lights used on Winslow Way from SR305 to Ferncliff Avenue and on Madison Avenue between Parfitt Way and Winslow Way.
