RES 2002-51 ROCKAWAY BEACH SERVICE AREA WATER SERVICE RATES, CHARGES AND FEESRESOLUTION NO. 2002-51
A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, RELATING TO THE Com' S WATER SERVICE RATES,
CHARGES AND FEES FOR THE ROCKA►►WAY BEACH SERVICE AREA.
WHEREAS, in Section E.5 of Ordinance No. 82-20, the City established a structure
for water and sewer rates, charges and fees, and in particular, in Section E.5.b of Ordinance
No. 82-20 the City established a structure for water service rates; and
-(HEREAS, the City Council amended Section E.5 of Ordinance No. 82-20 in Section
2 of Ordinance No. 97-09; and
WHEREAS, in 2002, the City caused a professional study to be performed by
consultants on the issue of the City's water rates, charges and fees, to determine a reasonable
and appropriate structure and amount of the water rates, charges and fees; and
WHEREAS, the City caused to be published in the City's legal newspaper and mailed
to each of the City's water customers a notice of a public hearing on water rates, to be held on
December 21 2002; and
WHEREAS, the City Council's Finance Committee conducted the hearing described
above on December 2, 2002, at which time members of the public had the opportunity to
comment, and the Finance Committee has considered all written comments received by the
City on the issue of the City's water service rates, charges and fees; and
WHEREAS, Section E . 5 . g of Ordinance No. 82-20, as amended in Section 2 of
Ordinance No. 97-09, states that customers of water systems other than the Winslow water
system shall pay rates sufficient to cover the full cost of providing the service, using the same
rate structure as that shown on paragraph E. 5 . b of Ordinance No. 82-20, as amended, and
specified by the City Council as a percentage of the rates in effect in the Winslow water
system; and
WEMREAS, the City Council has determined that the City's water rates, charges and
fees for the Rockaway Beach service area should be as set forth below, in order for the City to
recover its costs of providing water service; now, therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DO ORDAIN AS FOLLOWS:
SECTION 1. Pursuant to Section E. 5 . g of Ordinance No. 82-20, as amended by
Ordinance 97-09, the water rates for the Rockaway Beach water service area shall use the
same rate structure as set forth in paragraph E.5.b of Ordinance No. 82-20, as amended by
Ordinance No. 2002-50 and as thereafter amended. The monthly fixed rate and consumption
rate for each block of water used in the Rockaway Beach water service area shall be 115
percent of the rates stated in paragraph E.5.b of Ordinance No. 82-20, as amended by

Ordinance No. 2002-50 and as thereafter amended, for customers in the Winslow water system
service area for bills sent during the year 2003. Thereafter, the monthly fixed rate and
consumption rate for each block of water used in the Rockaway Beach water service area shall
reflect the costs of the Rockaway Beach water system.
SECTION 2. This Resolution shall take effect and be in force for utility bills
generated on and after January 1, 2003.
