A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, RELATING TO ESTABLISHING FEES FOR
PARTICPATING IN THE FEE IN -LIEU OF PROGRAM FOR AFFORDABLE HOUSING IN
TE MD{ED USE TOWN CENTER AND HIGH SCHOOL ROAD DISTRICTS
WHEREAS, the City adopted a Comprehensive Plan on September 1, 1994,
subseque�tly amended, which contains a Housing Element that establishes goals and
policies for the provision of affordable housing; and
EREAS, the City Council passed Ordinance 99-17 on September 8, 1999,
implementing affordable housing requirements for the Mixed Use Town Center and High
School Rpad districts and requiring that a percentage of the residential floor area ratio
(FAR) minew development be constructed for income -qualified households; and
WI HEREAS, the City Council has subsequently determined that it would be
consistent with the goals and policies of the Comprehensive Plan to allow affordable
housing requirements in the Mixed Use Town Center and High School Road districts to
be met through a voluntary financial contribution to the Housing Trust Fund; and
WHEREAS, the City Council passed Ordinance 2003-20 on May 14, 2003,
establishing the fee in -lieu of program and providing that the amount of the financial
contribution to the Housing Trust Fund shall be established by resolution; now, therefore
THE CITIY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DOES RESOLVE THAT:
Section 1. In land use applications for which the applicant chooses to meet the
affordable housing requirements in the Mixed Use Town Center and High School Road
districts through participation in the optional fee in -lieu of program, the amount of the
financial contribution shall be based on the amount of residential FAR that is required to
be provided for affordable housing under BIMC 18.40.040A and B. The financial
contribution shall be $34.00 per square foot.
