RES 2003-40 WINSLOW URBAN DESIGN IMPLEMENTATION PLAN SUPPORT PHASE ONERESOLUTION 2003-40 A RESOLUTION of the City of Bainbridge Island, Washington, Supporting Phase One of the Winslow Urban Design Implementation Plan. WHEREAS, the downtown Winslow business core is the heart Bainbridge Island; and WHEREAS, the City has developed plans for the development and redevelopment of Winslow Way as adopted in the City Comprehensive Plan and the Winslow Master Plan, and WHEREAS, the City has initiated implementation of those plans as conditions of development reviews and as part of city capital projects spurred by a necessary upgrade of the underground infrastructure to maintain a viable downtown Winslow; and WHEREAS, there is recognition by the downtown Winslow property owners and city staff that implementing all elements identified in the plans may not be physically possible; and WHEREAS, the downtown Winslow property owners desire the continuation of a vibrant downtown core and have acknowledged with city staff that the existing plans may not have included adequate input from them in their development and hence contain recommendations that they feel are not desirable from a property owner and business perspective; and WHEREAS, the downtown Winslow property owners desire to develop a plan for the downtown Winslow area that includes their needs and are willing to fund a professional effort to develop their recommendations for modifications to the plans and codes; and WHEREAS, to initiate the downtown Winslow property owners effort, the property owners elected to accept a proposal from Bainbridge Architects Collaborative to initiate an Urban Design Implementation Plan for the Winslow core area; and WHEREAS, the proposed study area is Winslow Way from SR305 to Wood Avenue; and WHEREAS, the property owners request that the City adopt this resolution supporting the objectives of the joint City/Property Owners design and planning implementation efforts; and WHEREAS, the property owners will fund phase one with private contributions of $75,000 anticipated to be completed by the end of the year; and WHEREAS, long and short term elements of the phase one work include, but are not limited to, Gateway refinement, street, sidewalk and landscape design, utility locations, open space, parking, construction sequencing & mitigation, and Comprehensive Plan and code refinements; and Resolution 200340 Winslow Urban Design Implementation Support Pg. I of 2 August 27, 2003 Council Meeting WHEREAS, the property owners are requesting the City to fund phase two of the project anticipated to begin in 2004 with a final scope of work to be defined collectively between the City and the property owners when the phase one work is near completion. The schope is envisioned to generally include the public discussion of the downtown Winslow property owners proposal, consideration of the proposal with the existing plans, refinement of the proposal to incorporate the modifications accepted by the City Council and revision of the city plans and codes to incorporate the final decisions of the City Council; and NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES HEREBY RESOLVE: Section 1. The City Council supports the downtown Winslow property owner's proposed planning efforts of the Winslow Urban Design Implantation Plan, except that the current Winslow Way project from Ericksen Avenue to SR305 may not be delayed by the effort. Section 2. The City Council will consider including funding for phase two of this project estimated to be $75,000 to the 2004 Capital Facilities Element and 2004 budget to fund (in general) a public discussion on their proposal, consideration of the proposal with the existing plans, refinement of the proposal to incorporate the modifications accepted by the City Council and revision of the city plans and codes to incorporate the final decisions of the City Council.
