RES 2003-35 ACKNOWLEDGING IMPORTANCE OF ISLANDER MOBILE HOME PARKRESOLUTION NO. 2003-35
A RESOLUTION of the City of Bainbridge Island,
Washington, acknowledging the importance of the
Islander Mobile Home Park to the community, and
pledging City support to the effort by Kitsap County
Consolidated Housing Authority to acquire and
maintain the mobile home park.
WHEREAS, one of the overriding Goals of the City's Comprehensive
Plan is to foster the diversity of the residents of the Island, its most precious
resource; and
WHEREAS, the overriding Goals also include providing a variety of
housing choices for residents and providing affordable housing; and
WHEREAS, the Islander Mobile Home Park, located on Madrona Way in
downtown Winslow, is a well-established community that has provided affordable
housing and contributed to the diversity of our community for over thirty years;
and
WHEREAS, policies in the Housing Element of the Comprehensive Plan
and the Winslow Master Plan recognize the importance of the mobile home park
and call for its preservation; and
WHEREAS, the property was put on the market for sale, and if sold,
could be converted to either commercial or market -rate multifamily use, and the
mobile home park would thereby be lost; and
WHEREAS, in recognition that the mobile home park is an irreplaceable
source of affordable housing, the Kitsap County Consolidated Housing Authority
has taken steps to purchase the property, using a variety of funding sources; and
WHEREAS, the City desires to provide financial support to the Housing
Authority in this worthy effort, and this local commitment will also assist the
Housing Authority in procuring the necessary funding; and
WHEREAS, the City has established a Housing Trust Fund to support
affordable housing within the City of Bainbridge Island, and acquisition of the
mobile home park is consistent with the purpose and mission of the Housing Trust
Fund; and
WHEREAS, the Housing Trust Fund Executive Committee unanimously
endorses the use of Housing Trust Fund resources to support the acquisition of the
Islander Mobile Home Park; now therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND
DOES RESOLVE AS FOLLOWS:
Section 1. Over a three-year period, the Housing Trust Fund will
provide up to $200,000 in support of the Kitsap County Consolidated Housing
Authority's acquisition of the Islander Mobile Home Park,
