Ordinance No. 2025-29 Amending Title 2.32 of the Bainbridge Island Municipal Code Mobility Committee (Approved 120925)ORDINANCE NO. 2025-29
AN ORDINANCE of the City of Bainbridge Island, Washington, relating to the
formation of a Mobility Advisory Committee (Committee); and amending Chapter
2.32 of the Bainbridge Island Municipal Code to modify and update the purpose of
the Committee in response to Council direction.
WHEREAS, since 2014, the Bainbridge Island Municipal Code has provided for a
Multi-Modal Transportation Advisory Committee to advise City staff and Council on matters
relating to non-motorized transportation, public transit, and other forms of transportation; and
WHEREAS, in 2022, City Council adopted the Sustainable Transportation Plan (STP)
which calls for the creation of a transportation commission to provide oversight on plan
implementation; and
WHEREAS, in 2023, the City hired for the first time a Sustainable Transportation
Coordinator tasked with accelerating the implementation of the STP with a special emphasis on
program and policy creation; and
WHEREAS, sustainable transportation has been identified as a Council area of focus for
2025 β 2026; and
WHEREAS, the City desires to incorporate public feedback into the transportation
planning process to improve implementation outcomes.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON, DOES ORDAIN AS FOLLOWS:
Section 1. The title of Chapter 2.32 of the Bainbridge Island Municipal Code is hereby
amended to read as follows:
MULTI -MODAL TRANSPORTATION MOBILITY ADVISORY COMMITTEE
Section 2. Section 2.32.010 of the Bainbridge Island Municipal Code is hereby amended
to read as follows:
2.32.010 Created β Membership, appointment, term and compensation.
A. There is created a multi-modal transportation mobility advisory committee for the city,
hereinafter called βthe committee.β The committee shall be governed by Chapter 2.01 BIMC.
B. The membership of the committee should reflect the many interests impacted by
transportation decisions, including, without limitation, motorists, pedestrians, bicyclists, and
public transportation users. In addition, the Bainbridge Island Metropolitan Park and Recreation
District and the Bainbridge Island School District have expressed a desire to provide liaisons to
the committee. Liaisons will be nonvoting members and may be elected officials and/or staff
members as selected by Bainbridge Island Metropolitan Park and Recreation District and
Bainbridge Island School District, respectively.
Section 3. Section 2.32.030 of the Bainbridge Island Municipal Code is hereby amended
to read as follows:
2.32.030 Purpose.
The purpose of the committee is to advise the city council, other city committees and
commissions, and city staff on multimodal mobility transportation issues affecting the people of
Bainbridge Island. The committee will respond to requests for study, information, and guidance,
and will generally function according to a work plan developed in collaboration with City staff
and approved annually by the city council.
A. Coordination efforts by the committee will include, but not be limited to:
1. Providing general guidance and recommendations to the city manager, city council,
planning commission and appropriate city staff regarding nonmotorized multimodal
facilities, including planning efforts;
2. Advocating for the incorporation of active and recreational non-motorized transportation
systems in collaboration with appropriate city staff;
3. Providing feedback on Reviewing proposed nonmotorized multimodal mobility projects,
including reviewing project planning and design. and incorporating input from
appropriate city staff and the public;
4. Reviewing proposed projects for local and regional connectivity and design standards;
5. Reviewing plans for subdivision, district public facilities (schools, parks, fire stations,
community centers, etc.), housing development demonstration projects (HDDP), and
mixed-use commercial projects to advocate for incorporation of non-motorized
transportation active and recreational transportation systems; and
6. Reporting annually to the city council prior to the start of the budget process.
B. Implementation activities by the committee will include, but not be limited to:
1. Assisting the city in review and delivery of proposed nonmotorized mobility projects,
including advising the city council on the non-motorized budget;
2. Assisting the city in soliciting and facilitating public comment on proposed facility
designs and routes and providing the public works and planning departments City staff
with the input received;
3. Encouraging neighborhood residents, facility users and the larger community to become
involved in the design planning process at the time the city identifies a non-motorized
facilities project;
4. Reviewing and providing feedback to prioritize resident requests for projects such as
shoulder improvements, traffic calming installations, and safety improvements; and
5. Facilitating and coordinating volunteer building efforts such as trails and separate paths
in collaboration with appropriate city staff.
Section 5. Severability. Should any section, paragraph, sentence, clause, or phrase of this
ordinance, or its application to any person or circumstance, be declared unconstitutional or
otherwise invalid for any reason, or should any portion of this ordinance be preempted by state
or federal law or regulation, such decision or preemption shall not affect the validity of the
remaining portions of this ordinance or its application to other persons or circumstances.
Section 6. This ordinance shall take effect and be in force five (5) days from its passage
and publication as required by law.
